Summary

This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 8, Band G.

Duties

  • Provides day-to-day leadership and operational oversight of OOPI, including directing staff supervision, setting priorities, evaluating performance, and fostering a culture of accountability, collaboration, and innovation.
  • Ensures effective recruitment, development, and retention of talent and communicates organizational priorities clearly across the office.
  • Directs enterprise-wide performance planning, tracking, and reporting, including the FDA Performance Plan and organizational assessments.
  • Oversees development of data-driven performance frameworks, dashboards, and reporting mechanisms to inform executive decision-making and assessing organizational impact.
  • Advances FDA-wide Enterprise Services transformation across HR, financial management, IT, procurement, and administrative functions.
  • Leads implementation of shared services strategies and innovation initiatives, translating high-level vision into actionable plans, milestones, and performance measures.
  • Serves as a key integrator across divisions, coordinating activities, aligning resources, and driving accountability for results.
  • Aligns Commissioner priorities with strategic initiatives and operational work plans, and ensure initiatives are effectively prioritized, resourced, and executed.
  • Fosters internal collaboration across the Agency and Office of Operations, breakdown organizational silos, and leads initiatives that enhance customer engagement and service delivery.
  • Oversees enterprise customer service strategies and strengthens relationships with Centers and Operating Programs (COPs).
  • Maintains strategic partnerships with HHS components (ASPE, ASFR, ASA) and OMB.
  • Represents FDA's shared services and organizational performance interests at the Department and interagency levels, ensuring alignment with government-wide initiatives.
  • Performs other duties as assigned.

Qualifications

In order to qualify for the Director , Office of Organizational Performance and Integration position which falls under the 0340 occupational Series, you must meet the following requirements by 11:59 pm EST on 10/07/2026: The candidate must meet the following qualifications for this Title 21 position: Scientific, Technical, and/or Professional Fields Qualified and Outstanding Candidates a. Qualified applies to all candidates for Cures appointments. The FDA OTS will use the technical qualifications defined below as a baseline for comparing experience levels and other candidate attributes for relevant positions b, Outstanding candidates can be defined by existing outstanding work experience, outstanding performance rating, or both. Technical Qualifications (Applicants do not need to submit a narrative, these qualifications must be evident within your two (2) page resume: Experience establishing organizational policy, including the implementation of new legislative authorities or other significant mandates. Demonstrated ability to communicate effectively both internally and externally to large staff located in different geographic areas. Demonstrated ability and experience coordinating complex work and priorities and building coalitions with partners in other organizations. Ability to promote accountability, communication, coordination, and facilitation of cooperative corporate decision-making among senior management and high-level officials on management, operational, and programmatic issues that cross-cut organizational components with diverse functions and activities. Ability to advance enterprise-wide modernization of operational functions through integrated, customer-focused solutions that improve efficiency, effectiveness, and mission delivery. This includes overseeing performance tracking frameworks, data-driven dashboards, and cross-organizational reporting mechanisms that instill accountability and support evidence-based executive decision-making across the Agency. Active-duty U.S. Public Health Service Commissioned Corps Officers are encouraged to apply. If selected, officers may either (1) remain on active duty assigned to the designated billet for PHS assignment, or (2) separate or retire from the Commissioned Corps before entering a Title 21 civilian appointment. Background Investigation/Security Clearance Requirements: Non-Sensitive/Low Risk This is not a Testing Designated Position. Supervisory Responsibilities: Exercises full supervisory authority over OOPI staff and subordinate personnel engaged in organizational performance management, shared services transformation, strategic planning, process improvement, and interagency coordination. Directs work through subordinate supervisors and managers, planning and adjusting priorities, assigning responsibilities, and ensuring timely accomplishment of organizational objectives. Prepares and reviews performance standards, provides performance ratings, approves incentive awards, and takes corrective actions as appropriate. Interviews candidates, recommends selections and promotions and oversee recruitment and hiring activities for OOPI. Fosters an inclusive, high-performing work environment that promotes accountability, professional growth, and innovation.
