Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the OFFICE OF THE DEPUTY CHIEF OF STAFF, G-2 G2X DIRECTORATE, SECURITY DIVISION, SSO BRANCH, CARLISLE, PENNSYLVANIA.

Duties

  • Provides Sensitive Compartmented Information (SCI) support and regulatory oversight.
  • Provides accurate and timely advice and recommendations to senior Army/DOD leadership. Incumbent is the technical authority on SCI, and responsible for providing SCI regulatory oversight of the SCI program.
  • Incumbent is responsible for the creation, formulation, implementation and management of SCI policy pertaining to personnel security, information security, physical security, technical security, and transmission security for all supported SCI
  • Creates, formulates, implements and manages policy pertaining to SCIF Life Cycle Management from construction and accreditation through facility decertification.
  • Implements the command's program for SCI related security inspections, Automated Information Systems (AIS) surveys, Site Assistance Visits (SAV) and supports COOP training and exercises.
  • Ensure compliance with regulatory guidance, policies and procedures and evaluating the programmatic effectiveness of the following security disciplines: Information Security, Personnel Security, Industrial Security.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Experience implementing SCI policy and regulatory guidance for regulatory oversight of security programs to include all related functional security programs such as (Personnel, Physical, Information, Automation and Operational security). AND 2) Experience managing the SCI Personnel Security Program to include personnel security clearance actions, security policy implementation, SCI access authorizations and management of personnel security clearance actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest. This is an Intelligence Career Program 35 position aligned under the General Intelligence Career Management Directorate. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment, Retention, and/or Relocation incentives may be authorized if it is determined to be in the best interest of the Government. This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence and/or as mandated by the position supervisor and/or organization leadership. SPeD certifications required: Security Program Integration Professional Certification and Industrial Security Oversight Certification. This is a drug testing designated position under the Department of the Army Drug-Free Federal Workplace Program. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory. Individuals not currently occupying a TDP position must complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
