Full job description

Summary

This position is located in the U.S. Department of Agriculture (USDA), National Agricultural Statistics Service (NASS), Office of the Administrator, Office of the Agricultural Statistics Board (OASB) in Olivette, MO. In this position, you will serve as a Public Affairs Specialist and the Agency's Web Managing Editor. You will plan, coordinate, execute, and evaluate a communications plan and program to convey current and timely information on the NASS public website.

Duties

  • Develops and implements national communication strategies and campaigns to provide technical guidance in communicating the Agency's information program to the public, farmers, agribusiness, academic institutions, special interest groups and more.
  • Analyzes NASS communication needs and advises senior officials on information that should be made available to the public and the approach to take to attain program goals and anticipate public reaction
  • Reviews, evaluates, and resolves information problems encountered in communicating NASS programs via the website and other digital channels; recommends specific information activities to address problems.
  • Collaborates with agency stakeholders to establish web priorities, processes, procedures, and governance.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience GS-13 Level: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. Qualifying experience for GS- 13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience creating and carrying out communication plans that explain complex information clearly to different audiences; managing and producing digital content using web and analytics tools; and coordinating with experts to prepare, review, and publish timely online materials. GS-14 Level: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience leading communication efforts and guiding senior officials on how to present complex or sensitive information; developing national and international strategies and campaigns in order to communicate web based information to the public; and identifying new communication approaches for difficult topics by analyzing feedback, addressing concerns, and crafting communication strategies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
