Job Summary:

The Senior Vice President, Integrated Care & Coverage Strategy (SVP, ICC Strategy) is an national executive responsible for shaping, integrating, and advancing Kaiser Permanentes market strategies and delivery system strategies across the Integrated Care and Coverage business. Reporting to the Senior Vice President, Enterprise Strategy, this leader serves as the senior executive accountable for ICC strategy development, ICC market strategic planning, the national ICC annual planning cycle, and national ICC delivery system strategy.

This role ensures Kaiser Permanente's enterprise strategy is translated into coherent, market-specific strategies and delivery system plans that are analytically rigorous, executable, and aligned with enterprise priorities. The SVP leads a national strategy team with accountabilities spanning market strategy, delivery system strategy, and annual planning, and works in close partnership with market leadership, Permanente Medical Groups, KPMF, national functions, and Finance to align strategy, operating plans, capital plans, and performance outcomes.

The SVP serves as a member of the Enterprise Strategy and Business Development and Integrated Care and Coverage leadership teams and acts as a key integrator across enterprise strategy, market leadership, delivery system planning, and national functional strategy.

Essential Responsibilities:

Integrated Care and Coverage Market Strategy Leadership

  • Lead, in collaboration with market and national teams, the development of comprehensive market-specific strategies for ICC markets, ensuring strategies support long-term enterprise objectives, are consistent across markets, and are grounded in local market dynamics and competitive realities.

  • Partner with National Health Plan, national ICC, KP Medical Foundation (KPMF), Business Development, market health plan leadership, and Permanente Medical Group leadership to identify, evaluate, and reach decisions on opportunistic growth and performance improvement opportunities.

  • Lead, in collaboration with relevant national functions, organizations and teams, select national strategies with impact across ICC markets.

  • Ensure alignment between market strategic plans and enterprise strategy, enterprise economic plans, and national functional strategies.

  • Establish clear expectations, frameworks, analytic standards, and refresh cycles for market strategy development.

Market Strategic Planning

  • Ensure market strategies are translated into actionable strategic plans with defined success measures, milestones, and tradeoffs.

  • Integrate care delivery, health plan, and enabling capabilities into market strategic plans that support achievement of financial targets.

  • Partner with Finance and market leaders to ensure market plans are analytically sound, financially grounded, and supported by clear business cases.

National Annual Planning Cycle

  • As part of the enterprise strategic planning cycle, own and lead the cross-functional national annual planning cycle, integrating growth, delivery system, and performance improvement plans in partnership with Finance, Enterprise Risk Management, National Health Plan, ICC, KPMF, and the Permanente Medical Groups.

  • Establish ICC planning governance, cadence, templates, and standards to ensure consistency, rigor, and transparency across markets and functions.

  • Ensure alignment across strategic planning, operating plans, capital planning, budgeting, and performance management.

  • Provide ICC and enterprise leadership with an integrated view of priorities, investments, risks, and tradeoffs emerging from the annual planning process.

Strategy to Execution Discipline

  • Foster strategy-to-execution discipline across markets and the national organization, ensuring market and delivery system strategies translate into clear action through the appropriate market, national, care delivery, health plan, finance, facilities, and PMG leaders.

  • Shape common models, cadence, and expectations for ownership, milestones, decision points, resource needs, risk escalation, and performance tracking.

  • Create feedback loops among strategy, annual planning, operating performance, and investment decisions so market-led execution remains aligned with enterprise priorities.

  • Ensure executive visibility, in partnership with market leader accountability, into progress, barriers, dependencies, and tradeoffs requiring enterprise-level decisions.

Delivery System Strategy - National and Market-Specific

  • Lead the development and ongoing evolution of Kaiser Permanentes national delivery system strategy in partnership with leaders across ICC, KPMF, the Permanente Medical Groups, National Health Plan, and Finance.

  • Provide strategic direction for delivery system design, care model evolution, capacity planning, and capital investment priorities.

  • Oversee the development of market-specific delivery system strategies that reflect local growth plans, care delivery needs, and financial constraints.

  • Ensure delivery system strategies are translated into robust, data-driven business cases that support investment decisions and capital prioritization.

Business Case Development and Investment Support

  • Ensure consistent national standards for delivery system and market-related business cases.

  • Partner with Finance, Facilities, and regional leaders to evaluate strategic options, investment tradeoffs, and return profiles.

  • Support enterprise and market leadership decision-making with clear, analytically rigorous recommendations.

Enterprise Alignment and Influence

  • Serve as a key integrator between enterprise strategy, market leadership, delivery system planning, and national functions.

  • Ensure market and delivery system strategies reinforce enterprise goals related to growth, affordability, quality, experience, and sustainability.

  • Engage effectively with Permanente Medical Groups, labor partners, and governance bodies, as appropriate, to advance aligned strategies.

Leadership and Talent Development

  • Lead and develop a high-performing enterprise-wide strategy team.

  • Build strong strategic capabilities across the organization through coaching, mentoring, and talent development.

  • Foster a collaborative, inclusive, and high-accountability culture focused on strategic impact and execution.

Basic Qualifications:

Experience

  • Minimum fifteen (15) years of progressively senior leadership experience in strategy, planning, and/or operations

Education

  • Bachelors degree required.

License, Certification, Registration

Additional Requirements:

  • Prior operational leadership or close partnership with health system operations, including experience translating strategy into care delivery, financial, workforce, physician, and performance realities.

  • Strong track record developing and executing delivery system or care model strategies, including capital-related business cases.

  • Proven ability to operate effectively in highly matrixed, multi-entity organizations.

  • Demonstrated success leading strategic combinations, integrations, partnerships, or large-scale transformation efforts in complex healthcare organizations.

  • Exceptional strategic and systems-thinking capability with strong analytic rigor.

  • Executive presence and ability to influence, align, and lead through partnership rather than authority alone.

  • Strong financial and business acumen, including experience evaluating investment tradeoffs and performance outcomes.

  • Excellent communication, facilitation, and executive storytelling skills.

  • Ability to connect strategy, operations, finance, clinical leadership, physician partnerships, community impact, and value-based care into a coherent enterprise agenda.

  • Demonstrated political savvy and ability to navigate complex organizational dynamics.

  • Commitment to Kaiser Permanentes mission, values, and principles of equity, inclusion, and integrity.

Preferred Qualifications:

  • Demonstrated experience serving as part of a senior leadership team with accountability for strategy, strategic planning processes, and complex multi-market strategy portfolios; prior experience with business development, partnerships, innovation, transformation or consumer experience accountabilities preferred.
