WSP USA is currently initiating a search for a Senior Pipeline Construction Manager to support our Earth & Environment Applied Solutions team. The preferred location for this position is Houston, Texas; however, other WSP offices may be considered based on the candidate’s experience and availability.
Be involved in complex pipeline, mining, energy, and industrial infrastructure projects with our Applied Solutions team and be a part of a growing organization that meets our clients’ objectives and solves their challenges.
This Opportunity
The Senior Pipeline Construction Manager will provide senior construction leadership, technical guidance, and field execution support for pipeline and associated facilities projects throughout the United States.
This position will support projects across the full EPCM lifecycle, including feasibility studies, routing and siting, estimating, constructability, execution planning, procurement, contractor selection, field mobilization, construction, commissioning, and closeout. The role will have particular emphasis on long-distance transmission pipelines, slurry and return-water pipelines, mine infrastructure, pump and compressor stations, tanks and terminals, and related heavy civil construction.
The successful candidate will bring extensive hands-on field experience and the ability to connect engineering, project management, construction, and client teams. This individual will serve as a senior technical resource, construction manager, and trusted advisor on complex projects in remote, logistically challenging, and operationally sensitive environments.
Your Impact

Provide senior construction management and advisory support for pipeline, facilities, mining, energy, and industrial infrastructure projects.

Lead or support construction execution planning from early project development through commissioning and closeout.

Develop construction execution plans, field staffing strategies, logistics plans, contracting approaches, work packages, schedules, cost estimates, and project-specific procedures.
-
Support pipeline routing and siting studies, including evaluation of right-of-way conditions, access, terrain, constructability, environmental constraints, major crossings, temporary facilities, laydown areas, and permanent station locations.

Provide constructability input during feasibility, FEED, and detailed design, helping engineering teams translate technical requirements into practical and executable construction plans.

Lead or oversee construction of oil and gas, slurry, concentrate, tailings, water, and return-water pipeline systems, including associated pump stations, compressor stations, terminals, tanks, metering facilities, and supporting civil infrastructure.

Provide technical leadership for specialized construction activities, including horizontal directional drilling, tunneling and microtunneling, major road and water crossings, hydrostatic testing, pipeline rehabilitation, welding, coating, nondestructive examination, and integrity-related work.

Review engineering drawings, specifications, contractor work plans, welding procedures, inspection and test plans, construction schedules, estimates, and other project deliverables for completeness and constructability.

Lead contractor and subcontractor procurement activities, including bid-package development, prequalification, bid evaluations, contractor interviews, commercial input, recommendation for award, and construction contract administration.

Manage contractors, subcontractors, field engineers, inspectors, survey personnel, quality personnel, environmental representatives, and other field-services resources.

Establish clear performance expectations and monitor contractor progress, productivity, quality, safety, schedule, cost, manpower, equipment, materials, and emerging field constraints.

Coordinate interfaces among owners, contractors, engineering teams, vendors, operations personnel, regulators, land and environmental teams, and other project stakeholders.

Identify construction risks, field conflicts, supply-chain constraints, access limitations, and execution challenges early, and develop practical mitigation strategies.

Support project controls activities, including baseline schedule development, progress measurement, forecasting, productivity analysis, cost tracking, change management, risk management, and executive reporting.

Promote a strong health, safety, environmental, and quality culture through visible leadership, effective planning, field engagement, accountability, and consistent application of project requirements.

Support quality assurance and inspection programs for pipeline welding, coatings, materials, civil construction, mechanical installation, hydrostatic testing, tanks, facilities, and related work.

Participate in client meetings, project reviews, constructability workshops, risk reviews, value-improvement sessions, and proposal interviews.

Support business development, proposal preparation, estimating, client engagement, and development of new pipeline and construction management opportunities.
-
Mentor construction managers, field engineers, inspectors, estimators, and other project personnel, while supporting the continued growth of WSP’s pipeline construction management capability.

Exercise responsible and ethical decision-making regarding company funds, resources, and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

Perform additional responsibilities as required by business and project needs.
Who You Are
Required Qualifications
-
Bachelor’s degree in engineering, construction management, project management, or a related field, or equivalent combination of specialized education, technical training, and progressive hands-on industry experience.
-
Minimum of 12 years of progressive construction, engineering, inspection, field-services, or project management experience supporting pipeline, facilities, mining, energy, or industrial infrastructure projects.
-
Demonstrated experience leading complex pipeline construction in a construction manager, field-services manager, project manager, construction director, engineering manager, or comparable senior role.
-
Experience across multiple phases of the EPC/EPCM lifecycle, including project development, estimating, execution planning, engineering coordination, procurement, construction, commissioning, and closeout.
-
Strong working knowledge of pipeline construction methods, equipment spreads, field engineering, routing and siting, right-of-way development, logistics, inspection, quality management, and contractor oversight.
-
Experience with cross-country pipeline systems and associated infrastructure, such as pump or compressor stations, terminals, tanks, metering facilities, valves, access roads, laydown areas, and temporary construction facilities.

Experience developing and reviewing construction estimates, schedules, execution plans, contractor work plans, technical specifications, bid packages, and construction procedures.
-
Demonstrated ability to lead multidisciplinary teams and coordinate effectively among owners, engineering teams, contractors, vendors, regulators, and field personnel.

Strong knowledge of construction safety, environmental compliance, quality assurance, inspection, welding, coating, testing, and documentation requirements.
-
Working knowledge of applicable pipeline and construction standards, which may include API, ASME, AWS, NACE/AMPP, DOT, FERC, and related owner or jurisdictional requirements.

Strong written and verbal communication skills, including experience presenting technical and construction matters to clients and senior project leadership.
-
Ability to effectively manage competing priorities and make sound decisions in dynamic field and project environments.

Proven track record of upholding workplace safety and the ability to comply with WSP’s health, safety, quality, and conduct policies.

Ability and willingness to travel to domestic and international project locations, including remote and active construction sites.
Preferred Qualifications
-
Experience with both conventional oil and gas pipelines and mining-related slurry, concentrate, tailings, desalinated-water, or return-water systems.
-
Experience with large-diameter, high-pressure, long-distance, or severe-service pipeline systems.
-
Experience supporting projects in remote regions, severe climates, difficult terrain, or logistically constrained locations.
-
Experience with pipeline routing, corridor evaluation, centerline selection, constructability surveys, and siting of pump stations, terminals, tanks, and other facilities.
-
Experience with horizontal directional drilling, microtunneling, conventional tunneling, river crossings, road crossings, steep terrain, and other specialized construction methods.
-
Experience managing field-services and inspection organizations, including welding, NDE, coating, civil, mechanical, environmental, survey, and quality personnel.
-
Experience with cold-region, arctic, aboveground, or permafrost-related pipeline construction.
-
Current or prior certifications related to welding inspection, coating inspection, nondestructive testing, project management, or construction safety.

Experience working with both union and non-union construction environments.
Additional Requirements

Ability to work in office, field, and active construction-site environments.

Ability to walk extended distances over uneven terrain, climb stairs and small ladders, and safely access active pipeline, industrial, and mining work areas.

Ability to wear required personal protective equipment and work outdoors under varying weather and environmental conditions.

Ability to support extended field assignments and project-specific schedules when required.

A valid driver’s license and the ability to satisfy project-specific site-access and travel requirements.
