Summary About the Position: This announcement is for an Interdisciplinary position located at the U.S. Army Test and Evaluation Center Headquarters (HQ) with a duty location of Aberdeen Proving Ground, Maryland. (merit) Responsibilities Develop and implement enterprise data-management plans aligned with concept plans to support test and evaluation mission needs. Oversee design, development, and fielding of data-acquisition, reduction, databasing, and mining systems. Analyze technical assignments, determine sound approaches, and apply analytical and evaluative techniques to resolve difficult issues. Prepare design specifications, coordinate solicitations, respond to technical inquiries, and redirect contractor efforts to meet test and evaluation requirements. Present detailed technical and cost-analysis briefings to senior leaders and represent the U.S. Army Test and Evaluation Center at conferences and interagency forums. Specialized Experience: One year of specialized experience which includes: 1) Developing testing, evaluation, modeling, simulation, instrumentation, software, and/or information-management systems and/or programs; and 2) Performing data acquisition, data reduction, databasing, secure access, archiving, and/or data-mining; and 3) Reviewing and/or assessing technical design documentation, studies, software development, trade-off analyses, and/or technology-insertion approaches. This definition of specialized experience is typical of work performed at the next lower grade level (NH-03/GS-13). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Data Management Project Management Technical Problem Solving In addition to meeting the specialized experience above, to qualify for this position, you must also meet one of the basic requirements listed below: EDUCATION REQUIREMENT for Operations Research Analyst (1515) Series: A. Degree: Bachelor's degree (or higher degree) in operations research; or a bachelor's degree (or higher degree) with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. EDUCATION REQUIREMENT for Computer Scientist (1550) Series: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. EDUCATION REQUIREMENT for Data Scientist (1560) Series: A. Degree: Bachelor's degree (or higher degree) in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Army Test and Evaluation Center (ATEC), Headquarters (HQ), uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $188,167 (with locality).
