Duties

Plans, organizes, and directs the activities of 1 AF/ A1K, ensuring that Military Personnel Division complies with legal and regulatory requirements and meets customer needs Exercises supervisory personnel management responsibilities. Represents 1 AF with a variety of installation and functional area organizations. Advises on and briefs proposed initiatives, new policies, and procedural revisions impacting command military personnel programs, including officer and enlisted promotions, evaluations, stratifications, decorations, assignments, rated manning, inbound and outbound processing, military vacancy announcements (MVAs) and STAT tour hiring panels. Establishes Numbered Air Force (NAF) guidance and implements higher-headquarters policy governing officer and enlisted assignment processes, officer stratifications, promotions, higher-level federal decorations, the O-6 Gameplan, rated manning, requisitions, and the advertising and hiring of Air National Guard (ANG) Title 10 STAT tour personnel. Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of Air Force (AF) and Air National Guard (ANG) military command structure, missions, programs and organizational relationships, and skill in applying Air Force military personnel regulations and policies sufficient to counsel and advise senior officers on career opportunities; advise on awards and decorations and the Command selection process; ensure qualitative and quantitative review of qualifications of Colonels and make recommendations for assignment/reassignment for 1AF (AFNORTH); conduct reviews of functions to determine manpower requirements for ANG, Reservists, and Reg-AF personnel within the scope of a Numbered Air Force (NAF); and serve as the technical expert to a senior officer force. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of USAF and ANG military command structure, missions, programs, and organizational relationships, and skill in applying Air Force military personnel regulations, practices and policies sufficient to counsel and advise senior leaders. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the concepts, principles, practices, laws, and regulations of military HR, the relationships between subordinate and senior levels of HR management with a NAF. Seasoned consultative skills sufficient to resolve military HR management issues and problems; conduct reviews and analyzing and assessing HR military program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 5. Ability to communicate effectively, both orally and in writing, for the purpose of working effectively with civilian and military personnel at high command levels within USNORTHCOM, USSPACECOM, DAF, ACC, and NGB. 6. Ability to gather facts, use effective, analytical evaluation methods to accurately assess information and make sound decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
