Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Training and Development, Field Operations Academy located in Glynco, GA.

Duties

As a Second Line Supervisory CBP Agriculture Specialist, you will become a key member of a team of Homeland Security professionals responsible for detecting and preventing prohibited agricultural commodities, and animal by-products from entering the U.S. This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10). Typical work assignments include: Oversight of the planning and development of training curriculum and course materials; instructing on a variety of subjects; and facilitating all aspects of training delivery for basic, advanced, and/or continuing education training to include workshops and seminars. Instructing, supervising and evaluating students enrolled in basic, advanced and/or specialized resident and non-resident training programs. Providing technical advice and guidance, resolving complex curriculum related problems while investigating new concepts and innovations applicable to specific training. Overseeing, coordinating, and evaluating overall educational program activities and implementation of basic department-wide guidelines. Performing long-range planning and management of new substantive training programs. Temporary/Rotational assignment: This rotational assignment will be filled on a temporary basis not-to-exceed (NTE) 3 years, with possible extensions for an additional 2 years in one-year increments. You may be returned to meet the needs of the agency at any time, to the position from which you are temporarily promoted or to a different position of equivalent grade and pay, and that the return is not subject to the procedures found in 5 C.F.R. §§ 351, 432, 752, and 771. All applicants must meet the Basic Requirement in order to be considered for this position. Eligibility will be verified based on your submitted transcripts and resume. More information on this requirement can be found in the CBP Agriculture Specialist Qualification Aid and in the OPM Qualification Standards. Basic Requirement for the CBP Agriculture Specialist: 1. Degree: Bachelor's degree (or higher) in biological sciences, agriculture, natural resource management, chemistry, animal science, plant science, pest management, or related disciplines appropriate to the position. OR 2. Combination of education and experience: Completed at least 24 semester hours (36 quarter hours) in a qualifying field of study, as shown above, PLUS qualifying experience or additional education. To determine if you meet the combination, you must divide the months of qualifying experience by 48; next, divide the number of undergraduate semester hours by 120 (or 180 for undergraduate quarter hours) and the two percentages must total at least 100%. AND Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Directing or supervising agricultural inspection, examination, intelligence analysis, enforcement, or compliance activities involving passengers, baggage, cargo, carriers, vessels, aircraft, vehicles, or international mail at a port of entry or similar operational environment. Interpreting and applying Federal laws, regulations, policies, and procedures related to the importation or exportation of agricultural commodities, commercial cargo, personal goods, conveyances, plant pests, animal diseases, or other regulated articles. Providing technical guidance to subordinate staff, supervisors, stakeholders, or partner agencies on agricultural admissibility, pest or disease prevention, cargo or conveyance processing, compliance requirements, enforcement actions, or operational problem resolution. Planning, assigning, reviewing, or evaluating the work of employees or subordinate teams by setting priorities, assessing performance, identifying training needs, resolving work problems, or improving the quality and efficiency of operations. Coordinating with internal and external stakeholders, such as Federal, state, local, foreign, transportation, trade, carrier, broker, or facility representatives, to resolve operational issues, negotiate procedures, support compliance, or address enforcement-related concerns. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by . Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment. Motor Vehicle Operation: You must possess the ability to operate a Government Owned Vehicle. A valid, non-restricted driver's license is required. Data Systems: Maintain access to all data systems necessary for duty execution. Certification: You must maintain a current pesticide certification. Security Clearance: You may be required to obtain a Secret or higher level clearance for this position. Rotation of Assignments/Duty Locations: Mission needs may require rotation of assignments and duty locations. Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators. Leadership Training: All newly appointed second level Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 4 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
