Summary

This is a temporary promotion Not to Exceed six months. The temporary promotion may last up to six months, it may be terminated at any time. Duties

  • Apply a full range of HR expertise to provide advisory services to managers utilizing HR Information Systems.
  • Provides expert advice on policy implications of proposed management actions and accomplished necessary follow activities in support of decisions.
  • Provides technical leadership and functional advisory for human resources to build personnel policies and operational procedures for civilian employees.
  • Initiates, formulates and implements cutting edge concepts, principles and methods to address difficult systemic problems to advance human resources and employees relations and embark in new directions (e.g., human capital initiatives)
  • Interpret and apply human resources concepts, laws, and regulations across functional areas to provide a full ranges of services such as staffing, classification, awards, performance management, and employee relations.

Qualifications

You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service. Specialized experience is defined as: Independently advising on and developing staffing solutions and recruitment strategies in accordance with HR laws and regulations; Providing guidance and recommendations on complex performance and conduct issues; Clearly communicating technical HR information, both verbally and in writing, to customers; and Using automated technology and data management tools to research, analyze, interpret, and present HR information. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education is not substitutable for specialized experience for this grade level. Official Transcripts: If the position you are applying for has a positive degree requirement or education forms the basis for qualifications (i.e. you would not qualify without the education obtained), you MUST submit transcripts with your application.
