The primary purpose of this position is to serve as the Freedom of lnformation Act (FOIA), Mandatory Declassification Review (MDR) and Privacy Act (PA) manager for North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM).

Duties

Manages the Freedom of lnformation Act (FOIA) and Privacy Act (PA) Programs for HQ NORAD and HQ USNORTHCOM. Serves as the principal advisor to the Commander and command authorities on all matters relating to FOIA and PA programs. Serves as the Privacy Officer for NORAD and USNORTHCOM's Insider Threat program. Participates in Insider Threat program for deterring, detecting, and mitigating insider threats, including the safeguarding of classified information from exploitation, compromise, or other unauthorized disclosure, taking into account risk levels, as well as the distinct needs, missions, and systems of NORAD and USNORTHCOM. Receives, processes and responds to requests for information under Mandatory Declassification Review (MDR). Reviews requests to verify the adequacy of the proposed response and determines if the need exists for additional information or supporting materials. Establishes Command procedures and policy and manages the processing of MDR requests. Conducts comprehensive security classification/declassification reviews to identify and handle RD and FRD information before information is released under the FOIA and/or MDR or to prevent automatic declassification Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of the Freedom of Information Act (FOIA) and the Privacy Act (PA), and Privacy and Records Management program policies and procedures as well as the concepts of electronic technologies involved in managing the process pertinent to the release of information to the public. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of FOIA and PA Federal Laws, Executive Orders, statutory laws, policies, regulations, and precedents applicable to the administration of FOIA and PA public programs and directives that govern the release of Federal information to the general public, including foreign nationals and international organizations. 2. Expert knowledge of the classification system, original classification authority responsibilities, and the classification/declassification system, of advanced operations management and organizational principles and practices for assessment and improvement of complex records management, and information systems technology systems 3. Skill in planning, organizing, and providing technical direction to FOIA and PA officers within the Commands, subordinate commands, operations centers, and Joint Task Force units. 4. Comprehensive skills to effectively communicate orally and in writing and to present high-quality briefings, lectures, and speeches to high-level audiences on short notice. 5. Ability to work independently to identify issues relevant to multiple mission areas and to develop and lead a focused intra- and inter-divisional team to address a myriad of information release issues and their application to requests for agency data and documents. 6. Ability to compile and report data, exercise editorial judgement in combining numerous materials from a variety of sources into an easily comprehensible form, use effective, analytical and evaluative measurement methods to accurately assess information and trends, and to make adjustments to programs based on such analysis. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Basically Qualified Group: Candidates in this category meet the minimum education and/or experience requirements.
