Summary
About the Position: You will function as Chief of the Regional Business Oversight Branch (RBOB) for the Great Lakes and Ohio River Division (LRD) consulting on District and Division-wide program objectives and procurement policy interpretations and delegated unlimited authority for planning and carrying out the procurement and contractual activities, clauses, terms, and conditions per regulation and procurement guidance.
Duties
- Provide procurement management decision support such as preparation of trend analyses for areas such as workload and quality of documentation to determine levels of increase/decrease for resource management assessments.
- Oversee Division business operations requirements for data calls; policy and compliance; system administrator for acquisition business systems and other eCommerce systems, and the Government Purchase Card (GPC) program.
- Plan work to be accomplished by subordinates, setting, and adjusting short-term priorities, and preparing schedules for completion of work.
- Assist in planning, developing, and establishing strategy for the overall Division acquisition program in support of the USACE, LRD, and District's Missions.
- Ensure policy/regulations are being communicated as changes occur.

Basic Requirement for Supervisory Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes preparing, creating, analyzing procurement data, and creating metrics for internal and external reporting requirements; Ensuring procurement rules, regulations, local operating procedures, and guidance documents are prepared, maintained, interpreted, and promptly disseminated to acquisition personnel and other stakeholders; Performing as the procurement technical expert and advising management, contract specialists, contracting officers, and technical team members on matters pertaining to contracting policies and procedures; Advising stakeholders on enhanced staffing measures, long range objective targets, and Division-wide training needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 Years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. This time limited assignment may be made permanent without further competition. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
