Summary
About the Position: Serves as the primary point of contact for Contracting Officer Representative (COR) work for the Medical Treatment Facility (MTF). The incumbent provides supervision and oversight over the COR Branch and completes all COR activities for assigned MTF personal services contracts. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.
Duties
- Provide consultative support and complete all COR activities for Command’s assigned personal service contracts.
- Maintain effective working relationships with assigned contracting agencies.
- Monitor the coordination of work between the department and the contracted personnel and takes necessary steps to resolve any problems.
- Maintain the command knowledge repository for acquisition-based guides, templates, and instructions to prepare required contracting documents.
- Responsible for all aspects of personnel management within the COR branch.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes coordinating with contractors to establish contracts to meet agency requirements; reviewing and evaluating contractor performance to ensure contract compliance; and providing consultative support to departments and leadership concerning contracts and contractor performance.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
