Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will offer analytical advice on financial transactions and program execution and ensure the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports. You will implement changes to financial management policies within the organization based on Department of the Navy (DoN) policy. You will analyze complex accounting and financial data to provide recommendations for headquarters or field activity use in decision making regarding financial reporting and management activities. You will provide detailed status reports and briefings to leadership assessing the current status of Security Assistance Accounts financial statement audit to include perceived obstacles to audit readiness and areas requiring corrective action. You will perform annual Navy enterprise SAA financial/system control testing under the Integrated Risk Management (IRM) Program, ensuring procedures are documented and operating effectively per regulations. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying theory, concepts, principles and practices of Federal accounting, auditing, budgeting and financial management. Experience using qualitative and quantitative analysis to interpret financial reports and documents. Experience using automated systems. Experience developing, coordinating, and implementing policies and procedures related to audit readiness. Additional qualification information can be found from the following Office of Personnel Management website: OPM SERIES 0510 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following Basic Requirements: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Additional Information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
