Supervisory Health Insurance Specialist

Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Offices of Hearings and Inquiries (OHI). As a Supervisor Health Insurance Specialist, GS-0107-15, you will lead a multi-disciplinary team overseeing contractors, systems, and workflows supporting the Marketplace appeals program; coordinate IT linkages; advise CMS leadership on program improvements; and ensure appeals processes are fair, timely, effective, and reliable.

Duties

• Serving as first-level supervisor and Division Director, leading a staff responsible for implementing the use of information technology and data systems in the Marketplace appeals process.
• Managing the work of subordinates by planning assignments, setting priorities, and establishing schedules.
• Serving as technical expert and advisor to CMS leadership at the group, office, and agency level.
• Analyzing program needs, projecting multi-year funding requirements, and preparing detailed justifications for all requested resources.
• Managing staff that oversee the operations and IT systems contracts necessary to support appeals functionality.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: Managing or overseeing operational business services and/or IT services contracts; Leading and/or providing technical direction to staff engaged in such work, including administrative operations of the programs; and Advising or participating in a team engaged in procurement and contract management activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
