Summary
As a Travel Business Analyst, you will serve as an expert designing and conducting comprehensive management studies and preparing solutions to especially broad and important management problems. Location of position: Federal Acquisition Service (FAS), Office of Shared Services Delivery, Office of Shared Program Operations, Travel & Transportation Service Center. We are currently filling one vacancy, but additional vacancies may be filled as needed.

As a Travel Business Analyst, you will perform the following duties: Gathers, evaluates and presents operational data and prepares Management Assistance reports, utilizing visual aids and informational material to support sound recommendations, and comprehensive proposals. Provides technical direction, guidance and coordination for GSA Office of Travel, Transportation and Logistics, Office of Travel, Employee Relocation, and Transportation Services programs, policies and initiatives. Develops strategy and defines impact on service levels, proposes and initiates changes to GSA Travel, Transportation and Logistics Management, Office of Travel, Employee Relocation and Transportation Services internal processes, methods, policies, handbooks and directives. Prepares presentations, briefings and other informational materials as necessary. Ensures organizational practices are consistent with GSA operational services levels, benchmarks and goals, etc. Develops and implements Employee Relocation and Transportation Services Management strategies to promote maximum buying power and cost effectiveness of actions (e.g. gold standards/best practices, market share analysis, program improvements in value, quality of service delivery, etc.). Reviews, analyzes, and evaluates the actual or potential effectiveness of GSA Travel, Transportation and Logistic, Office of Travel Employee Relocation and Transportation Services programs to meet both the management goals and objectives and comply with applicable legal, regulatory, and policy requirements. Analyzes and evaluates Employee Relocation and Transportation Services operations to determine actual effectiveness and efficiencies of the national programs. Serves as a focal point for liaison with customer agencies and vendors concerning various Employee Relocation and Transportation Services related program initiatives. Requirements
If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 4 investigation level). Qualifications

Your resume should contain enough information to make a valid determination that you fully meet experience requirements for each grade level you are applying to. If you do not provide enough information for us to determine your qualifications, you may be rated ineligible. If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume. The GS-13 salary range starts at $106,437 per year. Locality will be determined based on duty location. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as experience analyzing and evaluating the effectiveness and efficiency of travel, transportation, and logistics programs. Such experience includes: Gathering agency and vendor data for travel business reports; Conducting market share analysis for resources allocation; AND Briefing senior level leadership on analysis, findings, and/or recommendations pertaining to GSA travel programs.
How You Will Be Evaluated
A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Skill in designing and conducting comprehensive management studies and preparing solutions to especially broad and important management problems. Knowledge of Travel, Transportation and Logistics automated systems and/or other related systems software, either off-the-shelf or custom, that is utilized to manage assigned program areas. Knowledge of Government-wide Travel, Transportation and Logistics management programs, including organizational structure, program objectives and goals. Knowledge of agencies service levels, missions, policies, regulations, legislation, internal directive, methods and processes to meet management goals. Knowledge of analytical and evaluative methods to examine and interpret facts and assumptions, persuade management officials to adopt proposals and to develop constructive recommendations for strategic changes in work processes, procedures, and policies. Demonstration of these KSAs must be supported by your application. Applicants should also make note of each KSA, as you will be asked to address them later in the application process. Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process. If selected, you may be required to provide supporting documentation.
