Summary This Supervisory Grants Management Specialist position is assigned to the USDA Forest Service and provides technical and administrative supervision to a team of Grants and Agreement Specialists and Assistants, responsible for a comprehensive assigned unit's Grants and Agreement program. Responsibilities Processes a full range of grant and agreement applications used to determine the selection of grant and agreement awards. Provides interpretation of laws and regulations concerning use of Federal funds and qualifying program expenditures. Approves all grants and agreements for the unit, as well as notification(s) of funding availability. Reviews or direct reviews of grant and agreement applications for clarity and completeness. Monitors and analyzes the effect of changes in laws, regulations and policies pertaining to grants and agreements, administration and management, and performance reporting. Closes out grants and agreements within the established closeout procedures. Performs supervisory duties 25% or more of the time. Requirements Conditions of Employment Must be a U.S. Citizen or National. Males born after 12-31-59 must be registered for Selective Service or exempt. Subject to satisfactory adjudication of background investigation and/or fingerprint check. Qualifications In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-13: You must have one year specialized experience equivalent to the GS-12. Specialized experience is defined as 2 or more of the following: Resolved complex grant and/or cooperative agreements, such as partnerships; Performed pre-award through closeout processes for complex cooperative agreements and/or grants; Established internal unit processes and systems for negotiating and administering grants/cooperative agreements (all phases); Facilitated compliance audits and resolution of any findings with agreements and/or grant recipients; Provided advice to senior program officials, internal customers and external partners on matters related to agreement and/or grants management; and/or Planned and assigned the work to be accomplished by the unit and establishing production or quality standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for specialized experience. Additional Information The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply. Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL), or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP eligibles must meet the agency's definition for a quality candidate as provided in the How You Will Be Evaluated section of this announcement to be considered. Salary wage as shown is for Rest of the U.S. Final salary will be determined at the time of selection dependent on the duty location for more information, refer to the Office of Personnel Management, Salary and Wages web page. The Forest Service may use certain incentives and hiring flexibilities, currently offered by the Federal government, to attract highly qualified candidates. Multiple positions may be filled from this announcement. Forest Service daycare facilities may be available. Government Housing may be available. The positions will be located at a Forest Service office, except Atlanta, Georgia; Milwaukee, Wisconsin; Washington, DC; and Portland, Oregon. Final determination of the duty station will be made by the selecting official at the time of the job offer.
