Summary

This position is located in a Passport agency or center where the incumbent serves as a Passport Fraud Prevention Specialist responsible for coordinating a comprehensive anti-fraud program.

Duties

  • Plans and implements programs to detect and prevent passport fraud, identify fraud vulnerabilities and trends.
  • Analyzes and evaluates suspected fraudulent passport applications and prepares comprehensive analyses of case files with recommendations to Diplomatic Security (DS) for further investigation.
  • Participates in coordinating and implementing comprehensive region-wide passport fraud prevention programs to protect the integrity of the U.S. passport.
  • At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receive closer supervision than at the GS-13 level

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants to the GS-12 Level Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States. Specialized experience must demonstrate the following: Experience developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States; Experience applying laws, regulations, precedents, court decisions and polices of the Department and the Directorate of Passport Services pertaining to passport adjudication and issuance; and Experience conducting interviews and preparing comprehensive analyses of case files to make determinations on referrals for prosecution. Applicants to the GS-13 Level Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States. Specialized experience must demonstrate the following: Experience developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States; Experience participating in program planning, coordination, and implementation related to U.S. Passport fraud prevention and control. Experience conducting interviews and examining legal documentation to evaluate eligibility for U.S. passports and identify suspicious claims that warrant further scrutiny. Experience developing operational policy, procedures, reports and a variety correspondence related to anti-fraud activities. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of the top qualified candidates based on combined total score. Resumes longer than two pages will be deemed ineligible and will not be considered further. Responses to questions that are not fully supported by your resume may result in a rating adjustment. There are timed sections that must be completed within the allotted timeframe. Your score from the external assessment Supervisory will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. Top applicants may be referred to the hiring manager for further consideration. The assessment is used to measure the degree in which your background matches the competencies and KSAs required for this position.
