Job Description

Our client is seeking a highly technical, hands-on Chief Technology Officer to lead enterprise technology modernization initiatives while building and mentoring a high-performing engineering organization. This individual will serve as the technical anchor for the organization, balancing strategic technology leadership with hands-on engineering expertise.

The CTO will be responsible for driving cloud adoption, mainframe modernization, automation initiatives, operational excellence, and technical innovation while enabling the CIO to operate at a broader enterprise and executive level.

The ideal candidate combines deep technical knowledge with servant leadership, coaching capabilities, and a passion for developing teams. This leader will play a critical role in supporting ADOR's major transformation initiatives, including STARS modernization, mainframe migration, cloud strategy, and AI enablement efforts.

Skills and Requirements

8+ years of progressive technical experience across cloud, infrastructure, networking, systems engineering, architecture, or software engineering 4+ years of technical leadership experience Strong expertise with AWS, Azure, and/or GCP Hands-on Infrastructure-as-Code experience Experience with CI/CD pipelines, DevOps, and Site Reliability Engineering practices Strong networking, automation, observability, and enterprise architecture experience Experience leading large-scale modernization initiatives Strong communication and stakeholder management skills Proven track record developing and mentoring technical teams Government or regulated industry experience Large-scale cloud transformation experience Mainframe modernization experience Familiarity with NIST, FISMA, PCI-DSS, CJIS, or SOC2 Experience supporting AI-enabled initiatives

Responsibilities: Lead enterprise architecture, cloud modernization, and infrastructure strategy Serve as the highest-level technical escalation point for critical architecture and engineering decisions Design and maintain secure, scalable cloud-native and hybrid environments Drive modernization efforts across legacy applications, infrastructure, and operational processes Establish and mature engineering, DevOps, SRE, and Infrastructure-as-Code practices Build, mentor, and develop engineers, architects, and technical leaders Partner with executive leadership to align technology investments with business priorities Support STARS modernization, mainframe migration, and AI initiatives Manage relationships with implementation partners and vendors while maintaining strong internal ownership Identify opportunities to automate manual processes and improve organizational efficiency Foster a culture of continuous improvement, accountability, and innovation
