Summary

The Office of Information Technology (OIT) is seeking a Supervisory IT Specialist (INFOSEC) (Branch Chief) for its Enterprise Infrastructure & Microsoft Cloud Branch. As Branch Chief, you will lead enterprise infrastructure and cloud services, ensuring reliability, security, modernization, operational resilience, and COOP/DR readiness while managing technical staff, contractors, and major infrastructure and cloud initiatives.

Duties

In this role as a Branch Chief - Enterprise Infrastructure and Microsoft Cloud Services, you will be responsible for: Overseeing enterprise infrastructure and Microsoft cloud services to ensure availability, reliability, security, performance, and operational resilience. Leading infrastructure and cloud modernization initiatives, including technology refresh, platform upgrades, cloud adoption, and migration activities. Directing incident and problem management activities, including root-cause analyses and implementation of long-term corrective actions. Managing implementation of security controls, technical standards, and engineering practices across on-premises, hybrid, and cloud environments. Coordinating COOP and Disaster Recovery planning, exercises, recovery validation, remediation tracking, and operational readiness activities. Supervising technical staff and contractors while fostering a high-performing, collaborative, and accountable team environment. Planning and directing infrastructure and cloud service operations, lifecycle management, maintenance activities, and technology adoption efforts aligned with OIT objectives. Qualifications

BASIC REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SK-15: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level: Leading or overseeing enterprise IT infrastructure engineering or operations that includes planning, designing, securing, operating, or modernizing enterprise-class infrastructure, cloud, or hybrid environments. ACCOMPLISHMENT RECORD COMPETENCIES: Your Accomplishment Record narratives should address the following competencies. See the How You Will Be Evaluated section below for more information: Competency 1: Technology Expertise: Knowledge of the principles and methods of specialized technologies, tools, and delivery systems, including security, risk management, governance, functionality, and user interface in area of expertise (e.g., programming languages, server, web, applications, network) Competency 2: Information Systems / Network Security: Implements and uses methods, tools, and procedures, including the development of information security plans and standards, to prevent information systems vulnerabilities and provide or restore privacy and security of applications, information systems, and/or network services. Competency 3:Technology Awareness: Uses technological developments, new requirements, and new applications of information technology (hardware, software, and telecommunications), emerging technologies and their integration into business processes, and implementation of information systems to meet organizational requirements. Competency 4: Program Management: Ability to develop and execute programs to deliver results that efficiently and effectively meet agency's mission, strategic plan and goals, with little or no guidance.

You will be evaluated for this position based on how well you meet the qualifications listed in this announcement. This position is being advertised through the Office of Personnel Management's (OPM) Delegated Direct-Hire Authority (5 U.S.C.
