Full job description

BUILD THE PATHWAYS THAT WILL POWER THE REGION’S FUTURE. As the Engine’s workforce development lead institution, York Technical College is responsible for helping the region anticipate how emerging technologies will change occupations, required skills, credentials, and talent needs. As Workforce Pathways and Program Development Manager, you will turn emerging industry needs into real opportunities for learners: new credentials, stackable pathways, work-based learning, career-exploration programs, and training that prepares people for careers in grid modernization and advanced energy. What You Will Do You will not just identify workforce gaps. You will build the programs that close them. Working with employers, educators, K–12 schools, workforce organizations, and community partners, you will:

  • Create industry-aligned credit and noncredit programs, credentials, and career pathways.
  • Connect education and employment through apprenticeships, work-based learning, dual enrollment, articulation, and credit for prior learning.
  • Develop career-awareness and early-exposure programs that help students and families see a future in advanced-energy careers.
  • Turn strong program concepts into implementation-ready models that partners can deliver across the region.
  • Help institutions address curriculum, faculty, equipment, and delivery barriers.
  • Track results and use evidence to strengthen programs, expand access, and improve outcomes.

Who We’re Looking For You know how to move from idea to implementation. You can listen to employers and technical experts, identify what learners need to know and do, and translate that information into a credible education or training solution. You are comfortable bringing different partners to the table, managing multiple projects, and maintaining both momentum and quality.

  • Bachelor’s degree from an accredited institution in education, curriculum and instruction, instructional design, business, organizational leadership, workforce education and development, or a related field.

  • At least three years of experience in curriculum development, workforce training, academic program development, instructional design, apprenticeships, career pathways, or a related area.

  • Experience translating employer or occupational requirements into education or training programs.

  • Experience managing projects involving educators, employers, administrators, or external partners.

  • Strong project management, facilitation, communication, and organizational skills.

  • Master’s degree in education, curriculum and instruction, instructional design, workforce education and development, or a related field.

  • Experience developing community or technical college credit and noncredit programs.

  • Experience developing short-term credentials, apprenticeships, dual-enrollment pathways, work-based learning, or customized employer training.

  • Experience developing K–12 career-awareness, summer camp, career exploration, or community-based education programs.

  • Experience with advanced energy, grid modernization, utilities, advanced manufacturing, engineering technology, information technology, cybersecurity, or a related technical field.

  • Experience supporting a federal grant or implementing programs across multiple institutions.

  • Familiarity with competency-based education and credit for prior learning.

  • Applicants indicating degree(s) on the application may be required to provide unofficial copies of transcripts in the application process and official transcript upon hire.

  • Applications will be accepted on a rolling basis until the position is filled, with the first review of applications beginning September 30, 2026.

  • Candidates are encouraged to attach a statement of interest in the online application describing how their unique qualifications align with the position.

  • This is a grant-funded position contingent upon the continued availability of funding. Regular regional travel and occasional travel outside the region are required. Evening or weekend work may be necessary to support partner meetings, industry events, Engine activities, and reporting deadlines. Other duties may be assigned based on the operational needs of the Engine and the College.
