Full job description

Summary

The Air Force offers qualified applicants opportunities to be hired for certain occupations covered by Direct Hire Authorities (DHA). The use of DHA is a fast-track method of hiring applicants from the public with no prior federal status using a non-traditional method of recruitment. Duties

  • Performs planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities, including utility systems, utilizing a professional knowledge of civil engineering.
  • Monitors/manages construction projects for new construction, renovations, and improvements to real property facilities from start to finish including the performance of pre-construction site surveys all the way to completion of as-built drawings.
  • Serves as consulting engineer on all design aspects of assigned projects.
  • Coordinates the preparation of and revies A and E and/or construction contract statements of work (SOW).
  • Coordinates projects with engineers in other disciplines or with architects.
  • Keeps abreast of emerging technologies to ensure programmed development will not prematurely become absolete.
  • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

KNOWLEDGE, SKILLS AND ABILITIES (KSA'S): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of a broad range of civil engineering concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture. 2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; knowledge of standard contracting regulations, practices, and procedures; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; knowledge of environmental principles, practices, procedures, laws, regulations, and current legislative issues; and knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems, and management of facility design and construction projects. 4. Ability to design and/or provide thorough and accurate civil engineering design reviews of complex civil engineering construction projects and/or mulit discipline facility engineering construction projects. 5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions as it relates to facility and infrastructure civil engineering design and construction projects. 6. Ability to plan and organize work, develop facility project statements of work and contract requirements documents, lead and coordinate design reviews of other engineering disciplines and architects, and lead construction project execution effectively for multiple facility projects simultaneously; and ability to communicate effectively both orally and in writing and maintain good working relations.
