The primary purpose of this position is to serve as a first level supervisor; directing, planning, organizing, and exercising control of the value based and asset optimization activities of nonsupervisory employees assigned to the Air Force Civil Engineer Center (AFCEC), Installations Directorate (CI), Strategic Asset Utilization Division (CIU), Execution Branch (CIUE)
Duties
Plans, organizes, and directs the activities of the Execution Branch ensuring that the functional work area complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities at least 25% of the time. Represents CIUE with a variety of installation, functional area, and interested organizations. Manages and coordinates requirements and interactions with the appropriate functional managers, supervisors and organizations representing contracting, legal, real estate, finance, energy, engineering, and other professional fields that support and interact with AFCEC/CIU. Qualifications
In order to qualify, you must meet the Group Coverage Qualification Standard for Administrative and Management Positions experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include experience planning, organizing, and directing program or project activities; leading and managing personnel and organizational resources; developing priorities, performance objectives, and work schedules; analyzing complex programmatic, technical, and administrative issues and recommending solutions; and coordinating with senior leaders, functional organizations, customers, and stakeholders to ensure mission requirements, program objectives, and regulatory requirements are met. The ideal candidate is a seasoned leader with experience supervising and developing multi-disciplinary professional teams and managing complex, enterprise level programs. The candidate will be skilled in planning, organizing, prioritizing, and directing work; balancing workloads; evaluating performance; and fostering an accountable, collaborative, and high-performing work environment. The ideal candidate will effectively brief senior leaders, develop and advocate strategic recommendations, and coordinate with internal and external stakeholders. Experience managing Enhanced Use Lease (EUL), real-property asset-management, value-based transactions, or comparable programs is desired. The ideal candidate will build productive working relationships, negotiate complex agreements, resolve controversial issues, manage risk, and deliver program outcomes that meet mission, cost, schedule, and performance objectives. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of public and private laws, principles, policies, and practices that enable Air Force value based real estate transactions and asset management programs. Knowledge of safety and security regulations, practices, and procedures. Knowledge of commercial real estate investment, financing and marketing principles; Air Force facility engineering and industrial managmement; Department of Defense contracting and acquiistion procedures; Air Force biusiness case analysis, feasibility studies, and related technical reports; and Federal Acquisition Regulation practices to evaluate contractor proposals and activities; standard construction and contracting regulations, practices, and procedures; principles of planning and program management; and DoD Planning, programming, and budget system (PPBS). Knowledge of laws and regulations in related fielcs including base operations, energy, housing, environmental compliance; and natural/cultural resources concepts, standards, methods, practices, techniques, materials, and tools. Ability to plan, organize, and direct the functions and staff of an organization; plan, organize, lead, and manage critical aspects of research, development, production, and sustainment of value-based program/projects. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
