Human Resources Manager Burlington, Washington

Position Overview
We are seeking an experienced Human Resources Manager to lead HR operations and support our growing union and non-union workforce. This is a hands-on leadership role responsible for recruiting, employee relations, benefits, compliance, workforce development, DOT/FMCSA programs, Drug and Alcohol programs, unemployment and SharedWork administration, and HR systems.
The HR Manager will partner closely with leadership, operations, payroll, and safety while helping ICI attract, develop, and retain employees who reflect our culture and values.
Key Responsibilities

Lead recruiting, hiring, onboarding, workforce planning, and succession planning.

Manage employee relations, investigations, performance management, corrective action, and policy administration.

Administer employee benefits, leave programs, HR records, and HRIS processes.

Ensure compliance with applicable federal, state, and local employment laws and company policies.

Administer DOT/FMCSA compliance, including Driver Qualification files, MVRs, CDL and medical certification requirements, annual reviews, and FMCSA Clearinghouse requirements.

Oversee DOT and non-DOT Drug and Alcohol programs, including pre-employment, random, post-accident, reasonable-suspicion, return-to-duty, and follow-up testing, as applicable.

Administer unemployment claims and Washington Employment Security Department matters, including separation inquiries, benefit-charge notices, appeals, and related documentation.

Administer the Washington State SharedWork Program, including employee eligibility, reporting, documentation, and coordination with payroll and ESD.

Support union workforce administration and compliance with applicable Collective Bargaining Agreements.

Conduct HR and compliance audits and maintain accurate and confidential employee and regulatory records.

Partner with leadership on staffing, employee development, retention, compliance, and organizational needs.

Perform other related duties as required.
Qualifications
-
4+ years of progressive Human Resources experience, including 2+ years in a leadership or management role.

Bachelor’s degree in Human Resources, Business, or a related field, or equivalent education and experience.

Strong knowledge of Washington State and federal employment laws and HR practices.

Strong leadership, communication, organizational, decision-making, and conflict-resolution skills.

Ability to handle confidential information and manage multiple priorities.
-
Position is based in Burlington, Washington, with occasional travel to company locations and construction sites.
Preferred Experience

Construction industry experience.
-
Experience supporting a union workforce and working with Collective Bargaining Agreements.

DOT/FMCSA and Drug and Alcohol program administration.

Washington unemployment and SharedWork program administration.

Recruiting and workforce planning.

HRIS and applicant tracking system experience.

SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
