Full job description

Motor Vehicle Division – Systems & Project Management Team Portfolio Management Position Iowa Department of Transportation’s Mission is Making Lives Better Through Transportation. To accomplish our Mission, the person selected for this position will demonstrate actions and behaviors guided by the Iowa Department of Transportation’s five CORE values: Safety First, People Matter, Customer Focused, Servant Leadership, and Integrity Without Exception.

Location: Ankeny, Iowa Shift Requirements: M-F; 8:00-4:30; flexible schedule available

As a Portfolio Manager (Executive Officer 3), your duties will include, but are not limited to:

  • Research, compile, analyze, and evaluate extensive amounts of data on which to base forecasts and projections.
  • Calculate the budget and return on investment potential for divisional projects using established criteria.
  • Apply principles, theories, techniques and trends applicable to public administration in portfolio management.
  • Assign priority among competing program interests and justify program plans and decisions to internal and external executives.
  • Communicate effectively, orally and in writing, with all levels of the organization, including making presentations and writing reports in a comprehensive and concise manner.
  • Understand, implement and provide guidance to others on project management implementation strategies and best practices.
  • Interact professionally with department representatives, IT departmental employees and managers, legislators, local government representatives, the public, and other office staff.
  • Understand state and federal statutory requirements and how they affect the division's program requirements.

  2. All of the following (a, b, and c): a. Three years of full-time professional-level work experience in program administration, program development, program research/evaluation, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

  3. Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 2 or two years of full-time work as an Executive Officer 1 or comparable specific management-level position.
