Duties

The United States Space Force (USSF) Headquarters Space Force Command (HQSF) at The Pentagon in Arlington, Virginia is searching for a Governance and Resource Integration Division Chief, S4O (NH-0343-04, GS 14/15 equivalent). Description: We are seeking a systems thinker, someone who doesn't just solve problems, but sees how they connect. This role leads with curiosity, connects dots across the organization with diverse stakeholders and builds solutions that hold up under complexity. The ideal candidate is a rare blend of strategist and builder - someone who can architect the vision and then roll up their sleeves and make it real. Must have expertise in defense resource management, enterprise information technology integration and institutional governance to serve as the Governance & Resources Integration Division Chief for Headquarters Space Force. You will act as the HQSF/S4's principal authority for institutional policy, financial strategy, governing bodies, information technology and data-driven decision-making. The successful candidate will have mastered the PPBE process, built IT integration roadmaps, and facilitated executive steering committees to ensure that strategic objectives are fully resourced, technologically modernized, and audit-ready. Ideal Candidate: Possess a diverse background in defense financial management, enterprise information technology, and institutional governance within a Department of War (DoW) or joint-service environment. Educationally, this individual should hold a Bachelor's degree in Business Administration, Finance, Public Administration, Information Systems Management, or a related discipline, with a Master's degree or MBA preferred. Professionally, they will bring a minimum of 10 years of progressive, senior-level leadership experience directing complex organizations, specifically overseeing multi-faceted teams across governance, resource management and enterprise information technology. They must demonstrate a commanding track record of navigating the DoW Planning, Programming, Budgeting, and Execution (PPBE) processes, successfully defending Program Objective Memorandum (POM) submissions, and ensuring compliance with Financial Improvement and Audit Readiness (FIAR) mandates. A deep working knowledge of integrating data analytics frameworks into strategic decision-making and managing executive governing bodies is essential. Professional credentials such as a Certified Defense Financial Manager (CDFM), DoD Financial Management Certification (DFMC), Project Management Professional (PMP), or relevant enterprise IT/data certifications (e.g., ITIL) are desirable to drive fiscal accountability and operational efficiency across the Space Force enterprise. Key Skills and Abilities: 1. Expert knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including Program Objective Memorandum (POM) development, financial strategy formulation, and the management of Program Element Monitors (PEMs) for enterprise resources. 2. In-depth understanding of institutional governance frameworks and compliance mandates, specifically including Financial Improvement and Audit Readiness (FIAR), Base Operating Support (BOS), and the Infrastructure Delivery Authority (IDA). 3. Comprehensive knowledge of enterprise IT architectures, data analytics frameworks, and business intelligence strategies utilized to enhance decision-making and operational efficiency across a military headquarters environment. 4. Familiarity with the DoW requirements generation process and Weapon System Sustainment (WSS) principles, enabling the translation of operational mission needs into actionable, testable requirements for the acquisition community. 5. Knowledge of federal civilian personnel management principles, OPM supervisory regulations, and merit system protocols required to effectively lead, evaluate, and develop a diverse, multi-functional division.
