At Jacobs, we’re focused on solving today’s environmental challenges by delivering innovative and sustainable solutions for our clients and communities. We’re seeking a PFAS Subject Matter Expert (SME) based near a Jacobs office in the U.S. to provide technical leadership across Navy remedial investigations, background studies, response actions, and related program activities, combining PFAS knowledge with practical delivery. In this role, you’ll provide consistent, defensible, and practical approaches for PFAS technical evaluations, CERCLA decision-making, drinking-water evaluations, risk communication, data interpretation, and emerging treatment or source-control efforts for the U.S. Navy and Marine Corps through the award-winning Navy Comprehensive Long-Term Environmental Action Navy (CLEAN) Program.
As a PFAS SME, you’ll work directly with project managers, engineers, geologists, chemists, hydrogeologists, risk assessors, data validators, GIS specialists, field teams, subcontractors, Navy and NAVFAC stakeholders, and federal, state, and local regulators. The role requires strong multidisciplinary teamwork, technical judgment, clear communication, disciplined document review, and the ability to translate complex PFAS findings into CERCLA decisions.
Key responsibilities:

Serve as a senior PFAS technical resource for Navy CLEAN projects and provide hands-on support to project and task managers.

Actively collaborate with the Navy CLEAN PFAS SME team through participation in routine meetings and engaging with other PFAS SMEs to support project teams.

Develop and review PFAS approaches for CERCLA Remedial Investigations, expedited drinking-water evaluations, removal actions, pilot studies, and long-term site-management decisions.

Evaluate PFAS occurrence, fate and transport, release mechanisms, co-mingled releases, preferential pathways, hydrogeology, surface-water/sediment interactions, and potential off-installation impacts.

Plan and review sampling and analysis plans, field procedures, laboratory and data-validation requirements, data usability evaluations, and technical reports.

Support background studies, including evaluation of PFAS sources, geographic or hydrogeologic grouping, sampling design, statistics, and risk communication.

Provide technical oversight of field investigations, subcontractors, health and safety, quality requirements, and issue resolution.

Participate in stakeholder meetings; support comment resolution and client-ready recommendations.

Support community-facing work involving private drinking-water sampling, public meetings, risk communication, notifications, and communication of results to property owners and other stakeholders.

Use Microsoft Teams, Outlook, SharePoint, and Microsoft Office tools to coordinate distributed teams, manage meetings and action items, maintain document control, and communicate status promptly.

Mentor staff, share lessons learned, promote consistent technical practices, and contribute to proposals, technical papers, training, and business development.

Bachelor’s degree in environmental engineering, civil engineering, geology, chemistry, environmental science, or related discipline.

At least 10 years of progressively responsible technical experience in environmental consulting, investigation, remediation, or related federal-program work, including substantial PFAS experience.

Strong PFAS technical competency, including ability to interpret analytical data and connect results to release history, conceptual site models, fate and transport, exposure pathways, and response decisions.

Demonstrated experience leading or supporting remedial investigations or similar delineation investigations

Strong experience working across multidisciplinary teams, including technical staff, project managers, and regulators.

Experience preparing or reviewing work plans, sampling and analysis plans, reports, figures, tables, and regulatory response documents.

Experience coordinating technical teams, subcontractors, deliverables, schedules, quality requirements, and issue resolution.

Strong written, verbal, facilitation, and interpersonal communication skills, including communication with nontechnical audiences.

Proficiency with Microsoft Outlook, Teams, Word, Excel, PowerPoint, SharePoint, and related collaboration tools.
-
U.S. work authorization and ability to meet applicable Navy, Jacobs, and contract access or background-screening requirements.
Ideally, you’ll also have:

Professional Engineer registration or another relevant professional certification.

Demonstrated working knowledge of the CERCLA framework and its application to investigation, risk, regulatory, and site-management decisions.

Experience leading multi-installation or nationwide PFAS projects, background studies, drinking-water investigations, removal actions, or pilot studies.

Demonstrated experience leading or supporting remedial investigations and background studies for DoD or Navy environmental programs.
-
Experience with PFAS data validation, EPA Method 1633, data usability, statistics, geospatial analysis, dashboards, or PFAS fingerprinting.

Experience with public outreach, risk communication, Restoration Advisory Boards, or coordination with health departments and local governments.

Experience mentoring technical staff and establishing consistent program procedures across projects.

Experience with innovative PFAS characterization, treatment, source control, or technology-evaluation programs.
