Social Worker (Program Coordinator)-Behavioral Health Interdisciplinary Program (BHIP)

Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

Duties

The Outpatient General Mental Health (GMH) Behavioral Health Interdisciplinary Program (BHIP) team-based care provides Veteran-centered, recovery-oriented, and evidence-based care. The incumbent in this position functions as a Coordinator with supervisory responsibilities for BHIP teams and as well as providing direct clinical services to Veterans being served in the BHIP program. Duties and responsibilities include, but are not limited to: Incumbent provides both administrative and clinical supervision to the staff as assigned. The incumbent is expected to set priorities and make assignments according to capabilities of employees and oversee personnel management functions of staff assigned. The incumbent has established guidelines and performance expectations for staff, and clearly communicates them through the formal employee performance management system. The incumbent evaluates subordinate's performance and offers instruction, advice, or counseling on clinical and administrative matters. The incumbent is responsible for monitoring compliance with social work practice standards and guidelines on documentation, workload, data entry, ethical practice, and service delivery. The incumbent participates in the development of functional statements/position descriptions and performance plans/standards for social workers to include core competencies and critical elements. The incumbent attempts to resolve complaints from employees and will refer grievances or unresolved complaints, using the proper procedures. The incumbent effectively handles minor disciplinary measures such as warning and reprimands and recommends action in more serious cases. The incumbent is knowledgeable on development and training needs/competencies of employees, and whenever possible, will assist subordinates in addressing these needs. Basic Requirements United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-12 Social Worker (Program Coordinator) candidates must have the following: Experience and Education: One (1) year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. These are the KSA's for this subject position: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
