Job Description

Job Summary:

Teledyne Brown Engineering (TBE) is seeking a Subcontract Administrator to solicit subcontractor proposals, conduct negotiations, subcontract administration, and manage close-out activities of subcontracts issued under government and/or commercial contracts. The Subcontract Administrator acts as the Company’s primary representative to the supplier on contractual matters to ensure contractual requirements of the Company are met. This position will be responsible for supporting the preparation of supply chain procurement strategies; analyzing terms and conditions of subcontracts; review proposals for compliance with regulations and policies; negotiate costs, price, and terms of subcontracts and modifications; initiate internal documentation and communicate subcontract requirements internally; support the control of subcontract costs and profits; coordinate closeout of completed subcontracts; ensure compliance with schedules for all deliverables; and prepare special reports and analyses as required. Learning and understanding overarching company operations, processes, and procedures and how the Subcontracts Administrator supports and enhances these operations are key to the success of this role. Tasks and assignments tend to be complex, non-routine and/or require a greater level of expertise. Receives assignments in the form of objectives with goals and process to meet goals outlined. Duties are performed under very limited supervision.

Detailed Description:

  • Responsible for participating in the preparation, negotiation, and implementing or managing supply chain risk management requirements.

  • Experience with subcontract/purchase order negotiations and solving issues associated with subcontract execution.

  • Independently negotiates with the subcontractors regarding various issues to include contract terms and conditions, pricing, technical requirements, and scope.

  • Conducts supplier surveillance on a regular basis.

  • Interfaces with senior supplier representatives to conduct proposal evaluations, supplier performance, and translating material to various suppliers, internal and USG audiences.

  • Identifies risks and obstacles to achieving business goals and provides solutions or seeks assistance.

  • Frequently interacts/collaborates with contracts administrators, program managers, proposal pricing, finance, business analysts, and supplier representatives.

  • Responsible for overseeing, documenting, implementing and maintaining the improvements they contribute.

Requirements:

Requires a bachelor's degree (BA or BS) in business administration, contracts, or related field, plus five (5) years of related experience.

Preferred Skills/Experience:

  • Experience with subcontract/purchase order negotiations and solving issues associated with subcontract execution.

  • Must have strong communication (written and verbal) skills and the ability to manage complex projects.

  • Professional certifications are desirable, but not required.

  • Candidate must have experience with various contract types and have strong working knowledge of the FAR, DFARS, related supplements, and TINA.

  • Must be able to obtain a Security Clearance.
