Summary This position is located in the Chief Information Office (CIO) which manages the Information Resources environment for the Forest Service. Responsibilities Providing functional expertise, analysis, and advice for interface decisions, integrated processes, and operational considerations. Working with clients and customers to assess their information resource needs, provide information or assistance, resolve their problems, or satisfy their expectations. Developing long-range forecasts and plan and apply emerging technologies to meet current and projected future business requirements. Refining functional requirements, translate requirements into design specifications, and determine the best approach for implementation. Promoting and supporting a positive work environment to create a climate of mutual respect and integrity. Requirements Conditions of Employment Must be a U.S. Citizen or National. Males born after 12/31/1959 must be Selective Service registered or exempt. Subject to satisfactory adjudication of background investigation and/or fingerprint check. New Forest Service supervisors must successfully complete all components of the required training program before the end of their probationary period. Qualifications In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement: Applicants must have one year of specialized experience equivalent to the GS-12 grade level. Specialized experience is defined as three or more of the following: providing functional expertise, analysis, and advice for information technology (IT) interface decisions, integrated processes, and operational considerations; and/or recommending changes, updates, or adoption of services to optimize functionality of IT services to meet anticipated customer needs and mission requirements for the future; and/or analyzing the efficiency of IT systems and applications and developing plans that ensured the integrity, availability and efficiency of data, network, systems and applications; and/or developing and interpreting policies, procedures, and strategies governing the planning and delivery of IT services. In addition to the qualification requirements above, applicants must have IT-related experience demonstrating each of the following competencies: (1). (3). (4). Information Management: Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. (5). Interpersonal Skills: Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations. (6). Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. (7). Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. (8). Teamwork: Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. (9). Technical Competence: Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education There is no substitution of education for specialized experience. Additional Information Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period. The Forest Service may use certain incentives and hiring flexibilities, currently offered by the Federal government, to attract highly qualified candidates. Additional Information is available on the OPM Website. This is a non-bargaining unit position. Forest Service daycare facilities are not available. Government Housing is not available. The positions will be located at a Forest Service office, except Atlanta, Georgia; Milwaukee, Wisconsin; Washington, DC; and Portland, Oregon.
