The Transition Housing Manager serves as the senior housing representative and subject matter expert in the Veteran Services Division and the Department. The Transition Housing Officer will act as the senior project manager for the development of state-funded transitional housing in South Carolina and will manage all stages of the planning and funding/financing process, including identification of additional funding opportunities, performance development and analysis, and preparation of funding applications. The Transition Housing Officer works with a coalition of partners, attends meetings and workgroups comprised of non-profit organizations, inter-agency, and municipal representatives related to Veteran housing opportunities to determine service gaps as it relates to demographics and geographic regions across South Carolina. Supervises and provides guidance on all grant/program related activities. Seeks out new opportunities for growth and partnership. Collaborates with internal and external leadership to deliver project status updates, determine solutions for enhancement of process models, supports sustainable operations of program area.

Responsibilities of the Transition Housing Manager:

  • Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels, and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.
  • Act the Senior Project Manager working directly with the Department's General Counsel, Grants Administrator, Housing Compliance Coordinator, and other necessary departments on implementation, planning and execution of grant funded programs through all stages; ensuring all eligibility criteria and performance measures are met or addressed, including assessments of compliance, non-compliance, and corrective action plans, as required. Assigns risk assessment categories for program participants, as well as new or returning applicants for the program during the application process and review periods.
  • The Transition Housing Officer will develop and maintain relationships with established partners and stakeholders to sustain existing connections and initiatives. Build new opportunities and partnerships with federal and state agencies, Veteran organizations, housing organizations, nonprofits, and other community partners to expand and align with the mission of the agency.
  • Serves as the subject matter expert on housing and grant related topics. Research new opportunities and conducts multi-source research to incorporate Veteran-specific housing and homelessness data affecting South Carolina Veterans. Assists with special projects within the agency; writes informational white papers; presents to internal and external leadership, including elected members of the General Assembly and the Governor. Coordinates with organizations in the Veteran Ecosystem to address problems that require more than housing. Communicates needs through a standard customer relationship management platform for the department and provides technical guidance to agency staff and external stakeholder.
  • Other duties as assigned.

Minimum Requirements:

  • A bachelor's degree in a field related to program management, business management, operations management, OR 10 years of experience as a program manager, compliance oversight, and supervision of allocated funds, within organizations comprised of diverse elements over which the leader has limited to no authority.

Additional Requirements:

  • Position may require overnight travel.
  • Position may require employee to work evenings and weekends.
  • Position requires routine driver duties.
  • Position requires frequent lifting of 20 lbs.
  • Position may be required to report to work during emergency situations.
  • Must have and maintain a valid driver's license.
