What you will do: The Benefits Manager coordinates the administration of SCDOR’s employee benefits programs and supervises the team that supports employees throughout their employment and into retirement. You’ll provide guidance on benefits matters, help ensure programs are administered accurately and consistently, and assist employees in understanding and navigating their benefits.
Primary job duties include:

Coordinating the PEBA Insurance Benefits program, including health, dental, life, vision, and long-term disability enrollment; ensuring eligibility requirements are met; processing applicable claims; and coordinating leave matters related to benefits

Serving as SCDOR’s liaison with PEBA and other state agencies to support accurate benefits-related payroll and reconciliation

Coordinating PEBA retirement and deferred compensation programs and assisting employees with eligibility, service credit, program changes, and other retirement-related matters

Coordinating the benefits process for temporary employees under PPACA, including monthly and annual eligibility reviews

Providing timely and accurate information about benefit changes and eligibility requirements and offering one-on-one benefits counseling throughout the year

Coordinating the overall functions of the Benefits section, including supervising, counseling, and evaluating employee performance

Counseling prospective retirees on retirement and insurance options and coordinating the retirement process, including applicable claims and retirement incentive programs

Coordinating the agency’s workers’ compensation program, including required reporting and partnering with appropriate staff on safety training and awareness

Providing benefits information during New Hire Orientation and coordinating benefits meetings and enrollment for new employees

Conducting exit benefits meetings with departing employees and providing guidance on benefit continuation, leave payouts, retirement options, and benefit transfers to other state agencies

A bachelor’s degree and relevant experience in insurance or retirement programs

Relevant experience or education may be substituted on a year-for-year basis with an approved equivalence by the Division of State Human Resources (DSHR)
Academic degrees must be from an accredited institution of higher learning.

Knowledge of South Carolina state employee benefits program

Knowledge of Human Resources policy and procedure

Experience administering employee benefits programs, including insurance and retirement benefits

Hours: Flexible hours may be available from 7:00 a.m. – 6:00 p.m., Monday – Friday (37.5 hours per week)

Telework schedule: This position may be eligible to work remotely up to two days per week after one year of employment with SCDOR
