Summary
This position is located in the Department of Health and Human Services, Health Resources and Services Administration, headquartered in Rockville, Maryland. This announcement will close at 11:59 PM, on the day that 50 applications have been received or on the closing date, whichever comes first.
Duties
As a Administrative Officer, you will: Exercise executive leadership, direction, coordination, and control over management programs of the Office to assure balanced, comprehensive support and guidance of Office administration. Activities include: (1) financial management and control, including workload estimating, budget formulation, presentation, execution, and allotment controls; (2) personnel management, including position allocation, recruitment, placement, promotion, performance standards and appraisals, employee relations and labor relations; (3) training and career development; (4) management policy; (5) contracts and grants; (6) resources management, including space, equipment, travel plans, and supply orders; (7) operational policy coordination; (8) data management and record keeping; and (9) reports management and other management and administrative functions to ensure their proper utilization in attaining program objectives. Serve as the principal staff arm of the Associate Administrator, setting management goals and objectives and achieving efficient economical administration of the Office's activities. Manage administrative functions, budget formulation and execution, human resources, standard operating procedures, internal communications, operational data management and record keeping, contracts processes, grants processes, internal policies, and other general management activities to meet the needs, goals, and objectives of the Office. WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following: Directing and integrating administrative programs, including budget, human resources, acquisitions, facilities management, and information technology services, for a large organization. Advising senior executives on resource management, organizational strategy, and operational priorities to support mission accomplishment. Overseeing the execution of a multi-million-dollar operating budget while ensuring compliance with applicable federal administrative laws, regulations, and policies. Leading cross-functional initiatives to improve operational efficiency, strengthen organizational effectiveness, and enhance mission performance.
