Summary

This position is located in the Division of Resolutions and Receiverships (DRR), Asset Marketing and Management Branch, Asset Management Credit Operations Section of the Federal Deposit Insurance Corporation in either Dallas, TX, New York City, NY, or Washington, D.C. Salary reflects a pay cap for this position of $277,500.

Duties

As the Chief, Asset Management Credit Operations Section, the incumbent is responsible for the following: Leads, manages, directs and coordinates the full range of mission responsibilities related to the management of assets and subsidiaries retained from failed financial institutions, the oversight of the contract repudiation process, and oversight of asset management contractors utilized in failed bank resolutions. Manages and direct the work of SMEs and technical experts in the area of asset and subsidiary management, including the oversight and servicing activities related to asset portfolios of all levels of complexity retained from failed financial institutions, including portfolios of loans, participations, leases, credit cards, servicing rights, subsidiaries, subsidiary held assets, and failed bank contracts. Direct the management of large and complex financial institution assets including, loans, subsidiaries, participations, leases, credit cards, servicing rights, subsidiary-held assets, and other assets utilizing various control mechanisms to preserve and increase value of retained asset portfolios. Oversees the review and analysis of assets to determine appropriate management strategy. Oversees staff in the analysis of financial and industry information for various asset management methods for failed financial institution assets. Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/ disapproves requests for leave, telework, travel, training, etc. Requirements

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional,; philanthropic; religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS: All applicants must submit a resume that address each minimum qualification experience. Leadership Experience 1: Experience in coordinating the work of employees in a work unit, including assigning and evaluating work; setting priorities, timelines, and expectations; and monitoring progress against goals; AND Leadership Experience 2: Experience in setting performance expectations; assessing employee performance; providing recognition and rewards; providing feedback and development opportunities; addressing performance or conduct issues; and participating in recruitment and hiring activities.; AND Technical Experience 1: Experience in interpreting resolution guidelines and applying them in a variety of specialized areas to resolve financial and business related problems; AND Technical Experience 2: Experience in leading work efforts, projects or other collaborative efforts, creating and tracking goals and milestones, evaluating the work products of others and making recommendations on improvements.

Advising Financial and Resource Management Strategic Thinking Knowledge of the Division's policies and procedures relating to asset management, including the oversight and servicing activities related to asset portfolios of all levels of complexity retained from failed financial institutions, including portfolios of loans, subsidiaries, participations, leases, credit cards, servicing rights, subsidiary held assets, and failed bank contracts, to make recommendations on policy/procedural changes, and provide definitive technical interpretations of policies. Knowledge of the principles, practices, and methods of financial analysis and the ability to use this knowledge to analyze complex financial statements and to resolve issues related to this analysis. Knowledge of all types of credit, underwriting methodology, and asset valuation theory, techniques and strategies related to the preservation of value through effective servicing and asset management strategies for each asset class; and, the ability to assess market conditions and determine impact on asset values; manipulate loan data files and deliverables; manage loan servicing and asset management services and contractors throughout complex valuation exercises and use advanced statistical concepts to assess result validity. Knowledge of laws, rules, regulations, policies and procedures relating to resolution activities and the ability to apply this knowledge to coordinate these activities for a regional level.
