Human Resources Manager
Open to candidate with an HR Supervisor background
Location: Plattsburgh, NY
Schedule: Monday–Friday | 100% onsite
Contract: Through the end of the year, with potential for permanent employment
Pay: Approximately $30–$43 per hour depending on experience
About the Opportunity
We are seeking a hands-on Human Resources Manager to support a growing, 24/7 manufacturing facility in Plattsburgh, NY. The plant currently employs approximately 130 employees and is expected to grow to nearly 155 employees as production expands from 11 to 15 lines.
This is a tactical, highly visible HR leadership role supporting recruiting, onboarding, employee relations, labor relations, payroll, benefits, compliance, workforce planning, training, and employee engagement. The HR Manager will partner closely with the Plant Manager and report to the Operational Unit HR Director.
The ideal candidate will have experience in a manufacturing or industrial environment, recruiting experience, time and attendance and preferably experience supporting a union facility. This position requires someone who is comfortable working at both the leadership and transaction levels of HR.
Responsibilities

Serve as the primary HR business partner to the Plant Manager and site leadership team

Oversee payroll accuracy, time and attendance, and employee data

Beeline, WorkDay and UKG
-
Support workforce planning as the plant continues to grow

Provide hands-on HR support across all shifts in a 24/7 operation

Attend the weekly 6:00 a.m. leadership meeting
-
Provide support to second-shift employees through an early or late weekly schedule as needed
-
Work approximately one weekend day per month to remain accessible to the plant workforce
-
Partner with employees, managers, union representatives, and the local business agent
-
Interpret and administer the collective bargaining agreement
-
Support labor relations and union contract negotiations
-
Coach managers on employee performance, attendance, communication, and HR processes
-
Support employee engagement, training, development
-
Complete employee investigations and resolve employee relations matters in a timely manner

Ensure compliance with employment laws, company policies, and internal procedures
-
Analyze HR metrics and prepare reports related to recruiting, retention, attendance, staffing, and workforce trends

Identify process gaps and implement practical HR improvements
-
Partner with corporate Centers of Excellence on HR programs and problem resolution
-
Support change management as the facility expands and transitions to a more sustainable HR operating model

Provide hands-on assistance with recruiting systems, HRIS transactions, employee records, and other administrative needs
Qualifications
-
At least five years of HR experience in a manufacturing, industrial, steel, warehouse, or similar high-volume environment

Strong hourly recruiting and onboarding experience

Union or labor relations experience strongly preferred

Experience supporting a 24/7 facility or multiple-shift workforce preferred

Bachelor’s degree in Human Resources or a related field preferred

Experience with Workday, UKG, iCIMS, Beeline, or similar HR and recruiting systems preferred

Strong Excel and HR reporting skills

Experience with payroll, time and attendance, employee relations, compliance, and HR administration
-
Ability to analyze HR data and connect trends to operational performance
-
Strong communication, coaching, and relationship-building skills
-
Professional presence and the ability to respectfully request information and hold employees and leaders accountable

Ability to balance strategic partnership with detailed, transactional HR work
-
Comfortable working independently in an environment where processes and systems are still being developed

Ability to work 100% onsite in Plattsburgh, NY
Ideal Candidate
The ideal candidate is highly professional HR leader who can operate effectively in a hands-on plant environment. They should be comfortable recruiting hourly employees, supporting employees directly, partnering with plant leadership, working with union representatives, and completing detailed HR transactions.
This is not primarily a strategic or corporate HR role. The successful candidate will be willing to step into the details, identify what needs to be done, and execute effectively while helping establish a stronger long-term HR structure for the facility.
Work Environment
24/7 steel manufacturing facility. The HR Manager must be comfortable working onsite, engaging with employees on the plant floor, wearing required steel-toe shoes, and following facility safety requirements. Jeans are acceptable, but a professional appearance and strong employee-facing communication skills are required.
