Summary

These positions are part of the U.S. International Development Finance Corporation (DFC), Office of Portfolio Management (OPM). As a Director, Portfolio Management, you will oversee complex loans and guaranties; manage risk, compliance, and performance; lead restructurings and workouts; conduct due diligence and site visits; and strengthen partnerships that advance development impact and financial returns.

Duties

As a Director, Portfolio Management, you will: Manage a portfolio of complex corporate and project finance emerging-market loans for the DFC. Analyze risk profile and critical issues of portfolio; underwrite credit action requests; negotiate terms and documents with borrowers, co-lenders, foreign government officials, and third-party consultants for emerging market loans. Review and update complex financial models for projects, monitor financial covenants and project completion requirements for project finance emerging market loans. Develop and implement credit actions designed to minimize loss in adversely risk-rated credits or preserve the position of the DFC in emerging market project finance loans with regard to satisfactory credits. Analyze financial positions of projects in order to recommend risk ratings and determine opportunities for new financing within existing portfolio. Oversee evaluations of DFC's collateral in projects to cover DFC's financial risk. Manage relationships with senior project managers, consultants, sponsors, guarantors, creditors, and other parties associated with emerging market project finance loans. Conduct periodic site visits to examine interim development of projects and assess progress; make inquiries into all aspects of operations to evaluate potential impacts on the creditworthiness of projects and companies. The salary information in this vacancy captures the GS-14, step 1 in Washington D.C. through the GS-14, step 10 in New York City, NY. Salary Range for New York City: $148,222 - $192,694 Salary Range for Washington, D.C.: $143,913-$187,093 Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-14 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience: 1) Independently reviewing financial models; 2) Independently communicating complex financial information to senior leaders; 3) Leading the presentation of complex financial information in a variety of formats (i.e., reports, presentations, correspondence, etc.); 4) Independently negotiating with borrowers; and 5) Experience independently conducting risk analyses and making recommendations based on the risks identified. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
