POSITION OVERVIEW

Applications will be Accepted From: ALL PERSONS INTERESTED Division/ Section: Houston Airport System - Maintenance/Contract Administration Workdays & Hours: Varied, normally M-F 8:00 to 05:00* (Subject to change)

PURPOSE OF DIVISION The purpose of the Houston Airports (HAS) Maintenance division is to effectively deliver self-performed, and contracted, maintenance services at each of the three HAS airports.

PURPOSE OF THE POSITION The Sr. Contract Administrator is responsible to the Division Manager of Contract Administration - Maintenance for the effective technical review and contract compliance for assets that are maintained by outsourced contractors at the Houston Airport System which includes George Bush Intercontinental Airport (IAH), William P. Hobby (HOU), and Ellington Airport (EFD). The Sr. Contract Administrator provides management of multiple contracts of various sizes and should be able to demonstrate the capability to read and analyze blueprints, contracts, and OEM service manuals. Must possess a basic knowledge of contracts and mechanical systems. The contracts may include but are not limited to HVAC, Central Utilities Plant, Passenger Boarding Bridges, Baggage Handling System, Pest Control, Fire Protection, Fire Extinguishers, AEDs, Solid Waste, and Portable Toilets. Working within the guidelines of the contract, the Sr. Contract Administrator is responsible for ensuring the Operations and Maintenance service providers safely and efficiently fulfill all contractual obligations and follow all applicable City of Houston, State, and Federal codes and ordinances.

The Senior Contract Administrative responsibilities include, but are not limited to:

  • Reviews bids for conformity to contract requirements and determines acceptable bids.
  • Supervises small staff involved in developing technical specifications.
  • Ensures the timely award of contractual services.
  • Develops elements in agreements to provide the most efficient and economical alternatives of service.
  • Recommends budget allocation for proposed contract agreements and arrangements; monitors and reviews budget allocations with finance group; provides budget forecast and proposed alternatives.
  • Resolves contract disputes; meets with vendors, customers and representatives to resolve problems.
  • Interprets documents and advises other personnel regarding compliance issues.
  • Examines estimates of material, equipment and production cost performance requirements and delivery schedules.
  • Performs statistical analysis of historical information to assist in planning for existing services and budgetary projects.
  • Maintains records on contract information; works with operational personnel to ensure compliance with agreements.
  • Coordinates with other City departments on issues related to processing contract documents

WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS Requires a Bachelor’s Degree in Public Administration, Business Administration, Government, or closely related field.

EXPERIENCE REQUIREMENTS Four years of contract compliance experience are required. Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS Must have a valid Texas driver's license and comply with the City of Houston's policy on driving

PREFERENCES

Preference will be given to applicants with:

  • 3+ years of experience in directly managing the Operation & Maintenance of campus Maintenance systems/trades and/or closely related field including airport terminals, enclosed shopping malls of 100,000 square feet or more.
  • Project Manager Professional (PMP) certification, International Facility Management Association (IFMA) Facility Management Professional (FMP) and/or equivalent military certifications are a plus.

Previous skills in the following areas are highly desired:

  • Developing comprehensive Scopes of Work and technical specifications for successful delivery of contract and/or self-performed services.
  • Discerning contract staff maintaining systems or closely related fields and components in compliance with Scopes of Work and technical specifications.
  • Successfully management the technical performance of contractor and/or internal staff, financial performance, day-to-day Operations & Maintenance, and Capital Improvement Projects or closely related field.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
