The primary purpose of this position is to serve as the HQ senior intelligence technical expert and advisor for HQ Twelfth Air Force, Air Forces Southern (12 AF (AFSOUTH)) and the Executive Director for the Intelligence Directorate (A2) of 12AF (AFSOUTH).

Duties

DUTY 1: Serves as Senior Intelligence Official for 12 AF (AFSOUTH). Possesses significant depth of experience in joint/combined military intelligence operations (at tactical, operational and strategic levels), joint/combined planning, and leadership; extensive formal training on US command and control of joint/combined intelligence operations as well as broad geopolitical knowledge and experience related to LATAM regional and country-specific issues. DUTY 2: Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. DUTY 3: Serves as Executive Director, 12 AF (AFSOUTH) Intelligence Directorate (A2): Provides O-6/GG-15 level of continuity of leadership and direction to the C-NAF A2 staff. DUTY 4: Represents the A2 and C-NAF Commander (Maj Gen) with a variety of outside agencies and installation organizations to include but not limited to Assistant Secretaries of Defense, HAF, HQ USSOUTHCOM, HQ ACC, USMILGRP staffs and US Embassy staffs (up to and including Ambassadors [4-star equivalents]). DUTY 5: Serves as Designated Intelligence Functional Area Manager (FAM): Commander, 12 AF (AFSOUTH)'s focal point for personnel matters affecting all assigned/attached intelligence personnel, to include the staff, Air Operations Center and all assigned units forward deployed in the USSOUTHCOM AOR or providing federated intelligence support to USSOUTHCOM missions. Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervisory/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: I have the quality level of experience, which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. My experience includes: Mastery of a comprehensive range and firm knowledge of the principles, concepts, and methodologies associated with the following professional fields: Planning, directing and leading Air Force and joint missions, goals, and objectives including the sequence and timing of operations such as planning, deployment, mobilization, execution, and redeployment sufficient to plan and formulate command positions on ISR issues impacting mission readiness of partner nation, C-NAF, MAJCOM, and COCOM forces. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge the full-range of Service and IC/IA ISR missions, technologies, and tactics, techniques, and procedures to ensure all work of a Component-Numbered Air Force ISR enterprise is successfully accomplished. 2. Knowledge of a wide range of concepts, principles, and practices to navigate through the legal complexities of ISR relationships, security regulations, practices, and policies. 3. Ability to plan, organize, and direct the functions of, and mentor, motivate, and appraise a wide-ranging enterprise of ISR personnel and capabilities through subordinate supervisors. 4. Ability to quickly assimilate highly technical and disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects. 5. Ability to lead peers and executive-level working groups, command-level study teams, and committees from across the IC/IA and DoD in forums to innovate and implement new ideas, projects, and methodologies and skilled in handling classified data in accordance with established DoD and IC/IA procedures. 6. Ability to communicate effectively, both orally and in writing, with technical accuracy, and at an executive level, to provide solutions to problems or answer questions related to the mission. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
