Summary

The position is located in the Office of the General Counsel, Executive Office for Immigration Review, U.S. Dept. of Justice. This position directs administrative operations for the OGC and advises senior leadership on budget, human resources, organizational management, and administrative services. It also coordinates resources and leads administrative staff. This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

Duties

The duties and responsibilities for a Administrative Officer, GS-0341-14 generally include, but are not limited to, the following: Directs administrative programs and services supporting organizational operations and advises senior leadership on administrative policy, procedures, organizational structure, and resource utilization. Manages budget and financial resources by developing budget plans, monitoring expenditures, analyzing funding requirements, and recommending resource allocations to support mission priorities. Advises management on human resources administration, including staffing, performance management, awards, pay, leave, training, and workforce utilization. Coordinates administrative services with internal and external organizations to address operational requirements involving facilities, travel, security, property, supplies, payroll, and related support functions. Evaluates administrative programs, policies, and work processes to identify operational issues and recommend improvements that increase organizational effectiveness. Represents organizational administrative interests with senior officials and reviews correspondence, recommendations, and reports for policy implications and responsiveness to leadership objectives. Supervises administrative staff by assigning work, establishing priorities and performance standards, evaluating performance, and addressing employee development and workplace matters. Qualifications

In order to qualify for the Administrative Officer position, you must meet the following time in grade requirements and minimum qualifications: TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). AND FOR THE GS-14 LEVEL: Specialized Experience: Applicants must have at least one year (52 weeks, full-time) of specialized work experience equivalent to the GS-13 level in the Federal service (or comparable experience outside the Federal service), performing 4 or more of the following duties: Analyzing complex administrative program issues, interpreting federal policies and regulations, and recommending improvements to management; Managing budget and financial activities by developing spending plans, monitoring expenditures, analyzing funding requirements, and recommending resource allocations; Advising management on federal human resources matters involving staffing, performance management, pay, leave, awards, training, or workforce utilization; and Coordinating administrative services across organizational units to resolve operational issues and ensure support functions meet program and mission requirements. How You Will Be Evaluated

Applicants applying under merit promotion procedures will be rated in accordance with the EOIR's Merit Staffing plan. Conditions of Employment: Only U.S. citizens or nationals are eligible for employment with the EOIR. Dual citizenship will be considered on a case-by-case basis. Applicants must also meet DOJ's residency requirement by having, for at least 3 of the 5 years immediately preceding application, either: (1) resided in the U.S., (2) worked overseas for the U.S. Government or military, or (3) been a dependent of a Federal or military employee serving overseas. This position is open to Current Department of Justice (DOJ) Employees in the Competitive Service with Career or Career Conditional Tenure. Your SF-50 must reflect current employment with DOJ and career/career-conditional tenure (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1). This includes current DOJ employees who are Competitive and/or Non-Competitive eligibles. Note: Multiple selections may be made from this announcement.
