Full job description

The mission of the Louisiana Commission on Law Enforcement (LCLE) is to strengthen Louisiana's criminal and juvenile justice systems and promote public safety through progressive leadership, collaboration, and coordination across the criminal justice community. We are seeking a detail-oriented, analytical fiscal professional with strong leadership experience and comprehensive knowledge of state accounting systems, federal grant management, and regulatory compliance. The ideal candidate possesses a proven background in supervising accounting staff, managing complex multi-fund budgets, and navigating intricate state and federal financial frameworks. Exceptional organizational, problem-solving, and communication skills are essential to successfully oversee daily financial operations, interface with internal and external auditors, and advise agency leadership on fiscal matters.

Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor's degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.   • Oversees and manages the daily operations of the agency's fiscal unit, supervising an Auditor, Accountant, Accounting Technician, and periodic student workers while handling staff performance evaluations, mentoring, and scheduling.
  • Authorizes and approves all accounting transactions within LaGov (ERP, ECC, and SRM), including vendor payments, subgrantee disbursements, travel reimbursements, and bank statement reconciliations.
  • Directs all cash management functions, including cash deposits, Federal fund drawdowns, revenue classification, and forecasting, while making independent decisions regarding short-term cash flow management.
  • Oversee all audit activities, coordinating with external and federal officials, and developing corrective action plans for audit findings.
  • Monitors general fund matching, federal budgets, and cost distribution changes, while overseeing the monthly reconciliation of internal ledgers with LaGov and Egrants financial reports.
  • Assists in the preparation of annual financial statement packages, monthly management financial reports, and quarterly federal financial status reports across multiple funding sources.
  • Directs contractual administration for the agency, acting as a liaison to the State Office of Contractual Review and advising the Contractual Review Committee to ensure all agreements are legally and fiscally sound.
