Full job description

The Human Resources Assistant will provide essential support to the HR department by managing day-to-day operations, handling employee relations, and ensuring compliance with Harris County policies and procedures. This role is crucial in fostering a positive work environment and contributing to overall efficiency and supports department HR operations.

Duties & Responsibilities:

  • Update, maintain, and verify employee information within Human Resources Information System (HRIS) platforms to ensure records are accurate, complete, and current.

  • Accurately upload and maintain personnel documents within OpenText and other designated electronic records systems in accordance with established procedures and records management requirements.

  • Assist with internal and external audits by retrieving, reviewing, and organizing required documentation, identifying discrepancies or missing information, and supporting timely corrective actions.

  • Ensure HR records are maintained in compliance with applicable Harris County policies, procedures, confidentiality requirements, and federal, state, and local regulations.

  • Serve as a primary point of contact for employees regarding routine inquiries related to Human Resources policies, procedures, benefits, and employment-related matters.

  • Provide accurate and timely information and guidance within established policies and procedures, assist employees in navigating HR processes, and refer complex, sensitive, or specialized matters to the appropriate HR staff or department for further review and resolution.

  • Process payroll audits, prepare payroll reports, and carry out additional payroll-related tasks to ensure all payroll activities are completed accurately, efficiently, and in accordance with established deadlines

  • Conduct and assist with the preparation of new hire onboarding and orientation to ensure a smooth, organized, and positive transition for all incoming employees.

  • Assist with posting job openings, screening applicants, and supporting recruitment job fairs when required to support effective talent acquisition

  • Coordinate and assist with special projects and assignments as needed.

Education:

  • Bachelor's degree from an accredited college or university in Human Resources Management, Business Administration, Public Administration and/or Organizational Development.

Experience:

  • Minimum of 2 years of responsible professional experience in human resources.

  • Experience in employee relations, personnel administration, recruitment, performance management, or HR policy implementation.

Knowledge, Skills, and Abilities:

  • Proficient use of Microsoft Office applications.

  • Bilingual, English and Spanish

  • Interpreting and applying personnel policies, procedures, and applicable employment laws.

  • Effective time management skills and ability to meet deadlines

  • Maintaining confidential employee records and preparing personnel documentation.

  • A regular full-time position, requiring the employee to work 40 hours per week.

  • This may include weekends and holidays.

Work Environment:

  • This job operates in a clerical, office setting.

  • This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

  • Noise level in the work environment is usually average.

Physical Demands:

  • This is largely a sedentary role; however, some filing is required.

  • This would require the ability to lift files of up to 50 lbs., open filling cabinets and bend or stand as necessary.

Reporting Relationships:

  • Reports To Position: HR Manager

Employment may be contingent on passing a drug screen and meeting other standards.
