Housing Manager

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located within the Housing Division of the Directorate of Public Works at Fort Gordon, GA.

Duties

• Serve as a Housing Manager in the Directorate of Public Works at a large multi-mission installation.
• Perform broad management functions with the planning, management, administration, and implementation of an installation housing program.
• Oversee the Basic Allowance for Housing (BAH) data collection and reports submission.
• Develop technical guidance and plans based on Army Command Policies to meet installation housing goals.
• Directs the formulation of housing improvement plans within the framework of generally established Army objectives, policies, and standards.
• Approve financial work plans for execution within approved resources.
• Safeguard the technical direction and contract performance are following the installation’s mission.
• Serve as the Contracting Officer Representative responsible for contractor owned government leased quarters.

Qualifications

Specialized Experience: One year of specialized experience includes demonstrated experience in 1) Administering housing management programs within a large-scale organization; 2) Developing short and long-range strategies to meet organizational requirements; 3) Experience in managing contractual agreements for a sizeable housing organization. 4) Overseeing the budget for housing programs. 5) Experience in conducting inspections/audits to determine housing conditions to ensure compliance is being met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
