Summary

This position is intended to serve as a Budget Analyst and financial liaison for Finance Service and various VHA and multiple individual entities. This position has primary responsibility for establishing and maintaining a complex integrated system of financial systems, appropriations, and services which contribute to the effective management control over facility operations.

Duties

The Budget Analyst is under the general supervision of the Supervisory Budget Analyst (SBA) and provides technical expertise care line managers, and service chiefs regarding all aspects of budget formulation, justification, presentation, and execution. Works with all care line managers and service chiefs in planning the type of financial data and information to be submitted in support of budget estimates. Keeps abreast of pending and enacted legislation and governmental regulations affecting the availability of appropriated funds. Responsible for the distribution of funds to various control points, analyzing actual expenditures as compared to the plan, and making projections to indicate needed adjustments in the budget plan. Performs budgeting for relatively unstable operating programs which require reprogramming several times a year, i.e., when patient workload decreases or increases, the Budget Analyst can withdrawal funds from one control point and utilize it more efficiently in another. Resolves difficult problems of prediction and forecasting due to uncertainties or changes in operating programs; fluctuations in patient census; provider shortages causing workload to be sent to non-VA programs; changing salary estimates due to constant occurrence of vacant positions and the amount of lag time required to fill positions. Actively assists in the participation of both short and long-range planning activities and in this capacity can influence decisions and actions that involve scope of programs and overall policies and procedures of the Chillicothe medical facilities. Collaborate with other service chiefs/care line managers to negotiate and/or coordinate work related changes affecting their service/care line and Budget. Responsible for meeting the needs of customers while supporting the missions of the San Antonio VA Medical Center. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in budgeting, execution, and analysis within a federal government agency, including utilizing federal financial management systems and software.Proficient in Microsoft Suite and applications. Experience with VISTA. Familiarity with the VA procurement process. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree; or, 2 full years of progressively higher level graduate education leading to such degree; or, LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree; or, 2 full years of progressively higher level graduate education leading to such degree; or, LL.B. or J.D., if related.
