Program Manager (Multi-Purpose Operations Project)

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business & Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Operations Project Manager (OPM) for the Rivers Project which comprises 4 Navigation AMSCO projects, 5 lock/dam sites, 416 miles of channel, 70,000 acres of public lands, 16 miles of Federal Levee, pumping station, etc.

Duties

• Responsible for the overall management and coordination of the complex programs and functions for the infrastructure and public lands comprising the Rivers Project.
• Manages the execution of all missions at the Project, to include navigation, flood risk management, environmental stewardship, and recreation.
• As Operations Project Manager, utilizes a high degree of managerial ability and technical knowledge to plan, assign, direct, and review work operations of subordinate supervisors, employees, and contractors.
• Manages operations and all disciplines of general maintenance and repairs for large multipurpose dam, spillway, navigation locks, levees, public lands, recreation features, and project buildings and grounds.
• Responsible for overall operation of the locks and dams in a safe and efficient manner that is consistent with all prudent provisions of the Inland Marine Transportation System (IMTS) guidance and processes.
• Supervises the Natural Resource program of the project.
• Responsible for fiscal management to ensure maximum benefit of available funds.
• Manages through subordinate supervisors the Physical Support and Service Base Section to include the Dredge Potter, MV Pathfinder, fleet, trestle, floating plant, buildings, grounds and tenants of the 13-acre Service Base Facility.
• Conducts personnel administration by assigning work; recommending promotion or reassignment of subordinate employees and supervisors; making formal appraisals or work performance and determining training needs for all levels of subordinate workers.

Minimum Qualifications NH-04: Specialized Experience: One year of specialized experience which includes developing and/or overseeing operations and maintenance plans for Navigation and/or Natural Resource Programs; preparing, executing, and/or reporting accountability for budgets and/or programs in support of operations and maintenance programs; managing workload, schedules, and/or assignments for subordinate staff; and reviewing completed work for accuracy and/or conformance with established guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position will be located in West Alton, MO and will allow for situational telework only. This position is NOT eligible for full-time telework. This is a pay banded position. The NH-04 band encompasses grades GS-14 and GS-15 under the General Schedule (GS) system. Recruitment or relocation incentives may be authorized at management discretion.
