This position is only open to current King County employees Are you ready to lead a team that delivers some of King County’s most essential public services with accuracy, speed, and heart? As the Lead Deputy Recorder, you’ll be the driving force behind daily operations, guiding staff, ensuring legal compliance, and keeping critical services like document recording, excise tax collection, and marriage licensing running flawlessly. ABOUT RECORDS & LICENSING SERVICES (RALS) The Records and Licensing Services Division (RALS) is a division of the Department of Executive Services. RALS operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by the division are mandated by state law, and are provided in King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King County. In addition, RALS is responsible for providing internal services that are necessary for purposes of business efficiency and meeting various legal responsibilities. RALS is responsible for:
- Recording documents related to real property sales and other transactions and making them accessible for members of the public, businesses, and other government agencies
- Collecting and dispersing real estate excise tax payments on the conveyance of real property in King County
- Providing licensing and information services and promoting public safety by administering and enforcing vehicle and vessel licensing and taxi and transportation network company (TNC) regulations
- Providing internal mail services and physical and electronic records management services to all county agencies
- Providing animal care and control services for the protection of property, human health, and safety and promoting responsible pet ownership and animal welfare through education and licensing programs via public and private sector partnerships

To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to:
- Ensure document and map recording, excise tax collection, and marriage licensing services are completed within legal timeframes and requirements;
- Provide front-line leadership for the Recorder’s Office staff;
- Plan daily work and ensure completion and accuracy of all tasks;
- Record documents and maps, provide marriage licensing services, collect taxes, and provide exceptional customer service;
- Support team with completion of all daily work;
- Implement, model, and ensure adherence to standards and expectations;
- Build training and ensure compliance with local, county, state, and federal codes, laws and/or policies;
- Provide timely and specific feedback, coaching, support and direction to the workgroup including other leads, supervisors, and management;
- Develop staff to meet or exceed expectations with data entry, accuracy, customer service, and other skills utilized to be successful in their role;
- Liaise between staff, leadership, internal/external agencies and customers to ensure strong communication, compliance, collaboration, and provide expected levels of service;
- Utilize leadership skills to provide training, set expectations, give feedback, and address occasional unsatisfactory performance with your team;
- Build in depth knowledge of your primary and secondary work discipline while maintaining knowledge and skills for all recorders work disciplines;
- Build procedures, standard work, protocols, and expectations that ensure legal compliance for the team and RALS;
- Build professional expertise and work with leadership on legislative interpretations and impacts to King Counties front-line staff;
- Other duties and responsibilities as assigned.
We are looking for candidates who:
- Are proficient with the recording of documents and maps, collection of excise tax, and administration of marriage licensing services;
- Have knowledge and experience working with the Landmark document recording system;
- Have demonstrated leadership skills and abilities;
- Are able to interpret and apply rules, regulations, codes, laws, policies, procedures and ordinances of work and ability to train others to do so in their work as relevant to document and map recording, excise tax collection and marriage licensing;
- Are proficient with efficient and accurate data entry tasks and the ability to build this proficiency in others;
- Have the ability to recognize the need for, write, train others, and ensure quality of standard work and procedures.
Desired skills:
- Established working relationships with state agencies such as Department of Revenue (DOR), Department of Health (DOH), Department of Natural Resources (DNR), etc. for Recorders Office purposes
- Established working relationships with internal/external customers such as King County Assessors, Treasury, title companies, municipalities, etc. for Recorder’s Office purposes
- Proven skills and abilities with continuous improvement
Work location: The King County Recorder's Office is located at the King County Customer Service Center at 201 South Jackson Street, Seattle, WA 98104. Work schedule: This position is subject to the provisions of the Fair Labor Standards Act (FLSA) and is eligible overtime. The workweek is typically 40 hours per week, Monday through Friday, 8 AM - 5 PM. Mandatory overtime (including weekends, mornings or evenings) may be required during peak work periods.
