Summary

You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of FLT NUMER OCEANGPHY METEO CTR.

Duties

  • You will provide financial statements, accounting reports, and other information reflecting the interrelationship between accounting, budgeting, and other management data.
  • You will perform functions such as formulation of budget and estimates to support plans, programs, and activities, including presenting and defending, budget estimates before authorities.
  • You will review and evaluate budget requests and control, and report on obligations and expenditures.
  • You will develop, determine, and interpret budgetary policies and practices.
  • You will analyze and recommend costs and benefits of alternative methods of financial management of organization' s programs and administrative operations.
  • You will implement legal and regulatory controls over approved budgets; and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
  • You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities as required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing and recommending costs and benefits of alternative methods financial management of the organization's programs and administrative operations. Experience developing, determining, and interpreting budgetary policies and practices. practices. Experience certifying contractor invoices for payment (such as using Wide Area Workflow (WAWF)). Experience assisting in budget formulation, execution, financial planning, and extracting and analyzing financial data using integrated financial management systems (such as Navy ERP). Experience as an appointed customer service representative (CSR) for Standard Labor Data Collection and Distribution Application (SLDCADA). Experience applying financial regulations, policies, procedures to evaluate funding requests, and independently performing complex budget analysis, formulating financial plans, and executing fund controls. Experience interpreting and applying Federal Appropriations Law, DoW/DoN financial management regulations, and financial policies. Experience identifying discrepancies and formulating corrective actions (such as identifying suspended transactions and mismatches between accounting systems).
