Summary

This position is located in the U. S. Department of Labor (DOL), Employment and Training Administration (ETA), National Office, Office of Workforce Investment (OWI). This position is not in the bargaining unit.

Duties

Major duties for this position are listed below: Planning and directing work of subordinates, setting and adjusting priorities and establishing deadlines for completion of work. Assigning work to subordinates based on knowledge and skill levels, priorities, difficulty and other requirements of assignments. Providing instruction, advice or counsel to subordinates on both work related and administrative issues. Creates an environment that is conducive to associates thinking and resolving problems creatively; assesses the talents and capabilities of associates. Promotes an environment that encourages confidence in making sound and well-informed decisions. Provides candid and timely feedback to associates on how their actions contribute to the achievement of organizational goals and objectives. Establish relationships, serve as the principal point of contact, and coordinate unit activities with other divisions, offices, federal, state, local partners and stakeholders to assure a seamless implementation of ETA initiatives and accomplishment of the ETA mission. Ensure all parties are informed about key activities and developments. Fosters a commitment to a team approach to work. Manages program operations of assigned unit; implements polices and plans, directs activities to meet requirements of assigned programs; and/or makes significant contributions to the development of policy. Continually improves work processes and the cost effectiveness of products and services; evaluates and measures the quality of products and services; applies state-of-the-art technologies to generate new ideas and solve problems. Designs data collections, collects, organizes, and analyzes data required in development of various budget, legislative, evaluation, planning, contractual, and informational documents. Applies expertise in designing, delivering or overseeing programs, serving youth, dislocated workers, and long-term unemployed, low-income individuals, and/or other targeted populations. Evaluates performance reviews and studies and makes recommendations for program improvement and corrective actions for high-profile National products. Participates in development of major technical assistance events and development and delivery of training for grantees and other stakeholders. Qualifications

You must meet the Basic Requirements and the Specialized Experience to qualify for the Supervisory Workforce Analyst, GS-0140-14, as described below. Basic Requirement: All academic degrees and course work must be from accredited or pre-accredited institutions. A. Degree that included at least 30 semester hours in one or a combination of the following: sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs. OR B. Courses in a college or university consisting of 30 semester hours as described in A above, plus appropriate experience or additional education. Specialized Experience (for positions above GS-5 or equivalent) Professional experience in studying, analyzing, and/or advising on the economic, social and/or psychological factors affecting employment and training problems. This experience must have required knowledge of one or more of the following: Labor force dynamics, e.g., the population, economic, cultural, and political factors affecting employment and training problems; problems relating to labor force adjustment to automation and other technological change; the effects of collective bargaining agreements; and the impact on job content and educational and training requirements of a rapidly changing industrial environment. The cultural, environmental, political, or sociological factors related to employability or employment, e.g., employment and training problems concerning specific ethnic groups, group imbalances, skill imbalances, patterns of discrimination, rural community life, etc. The psychological aspects of employability such as individual differences, attitude formation, motivation, and factors affecting learning. For the GS-14 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for the GS-14 level includes all of the following: Experience with public workforce development programs authorized by Title I of WIOA (Workforce Innovation and Opportunity Act) and/or programs authorized by the Trade Act, the Older Americans Act, and/or the ACWIA (American Competitiveness and Workforce Improvement Act), that deliver employment and training services, as follows: Managing workforce development programs including implementing policies and procedures, and developing programmatic requirements; and Providing technical assistance and support to stakeholders in understanding and implementing the above-mentioned programs. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
