Summary
Serves as IHSC Program Manager/Contracting Officer's Representative, overseeing healthcare and medical staffing contracts. Monitors contractor performance, manages budgets, invoices, deliverables, risks, and stakeholder coordination; supports acquisition activities and process improvement. May perform clinical duties within licensure during critical needs. This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.
Duties
DUTIES AND RESPONSIBILITIES: Serve as the Contracting Officer Representative for IHSC contracts, providing authoritative contract oversight, technical direction, and coordination between the Contracting Officer, contractors, program leadership, and internal stakeholders to ensure successful contract execution and mission support. Lead comprehensive contract performance monitoring activities, including evaluating contractor compliance with contract terms, identifying performance deficiencies, developing corrective action plans, documenting contract issues, and ensuring timely resolution of personnel and service delivery issues. Provide strategic program and project management leadership for IHSC contracts, overseeing project scope, objectives, deliverables, milestones, risks, communications, and resource requirements to ensure contract activities align with organizational priorities and operational needs. Supports strategic planning, policy formulation, and process improvement efforts aimed at enhancing IHSC's healthcare infrastructure and service delivery. Lead and coordinate contractor security fitness and suitability activities in collaboration with ICE Personnel Security Division, ensuring contractor personnel satisfy all applicable security requirements. Serve as the fiscal authority for assigned contracts, exercising responsibility for budget planning, budget execution, fiscal timelines, financial communications, annual and multi-year reporting, and maintenance of complete and accurate financial records. Review, and approve the invoices, reports, and other deliverables, for accuracy and completeness, ensuring compliance with the contract terms and conditions, federal regulations, ICE Financial Operations guidelines, and best practices. Identify and mitigate any potential risks, issues, or challenges that may affect contract execution/administration and outcome. Plan, lead, and facilitate coordination meetings, contractor engagements, site visits, program reviews, and performance discussions to strengthen collaboration, clarify expectations, resolve issues, and ensure alignment with contract goals and mission requirements. Develop and support critical acquisition documents, including Statements of Work, Performance Work Statements, Statements of Objectives, Quality Assurance Surveillance Plans, contract metrics, Independent Government Cost Estimates, and market research documentation. Assist in the planning, coordination, and administration of Source Selection Boards (SSB), Technical Evaluation Team (TET) and Contract Review Board (CRB). Performs other duties as assigned in support of Resource Management Unit's mission. Qualifications

Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Qualifying degree for the officer's category and an advanced degree (e.g., MPH, M.A., or M.S.) from an accredited institution. Minimum of three to five years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration, and evaluation of programs. Proven experience in managing federal contracts, particularly in the healthcare or medical staffing domain. Familiarity with Indefinite delivery, indefinite quantity (IDIQ)/Task Order (TO) contracts and its administration within government settings. Strong knowledge of federal acquisition regulations (FAR), contract compliance, and procurement processes. Exceptional project management skills, including planning, organization, and resource allocation. Excellent communication, negotiation, and interpersonal abilities to effectively collaborate with diverse stakeholders. Ability to analyze data, assess performance metrics, and drive continuous improvement initiatives. Contracting Officer Representative Certification (COR) Level I required as well as Program Management/Project Management Certification Level I preferred, with goal of obtaining COR Level II within 12 months of hire through Cornerstone OnDemand (CSOD) system Obtain Contracting Officer Representative Certification Level III within 12 months of hire through Cornerstone OnDemand (CSOD) system and maintained throughout. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain status. The agency may require the incumbent performs clinical activities with the scope of clinical license in times of critical needs within the agency. If in a clinical discipline and as directed and approved by his/her supervisors, the incumbent may perform clinical duties of their profession in Federal health care facilities. Such direction is documented via a memorandum of assignment and filed in the eOPF. Knowledge of ICE and IHSC, program policies and guidelines, operating procedures, and various departmental initiatives is preferred Knowledge and skill in all Microsoft Office and 365. This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, Resource Management Unit. The incumbent serves as a program manager with the primary responsibility of serving as a contracting officer's representative (COR) and may be required to perform clinical activities within the scope of clinical licensure in times of critical need within the agency. IHSC has a multi-sector, multidisciplinary workforce of more than 1700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. IHSC provides, public health services, on-site direct patient care to ICE detainees at 20 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 148 additional facilities, with a combined population of 34,000 detainees on a daily basis, with an average length of stay of about 30 days, and over 400,000 detainees transitioning through these facilities annually. IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea. SUPERVISORY CONTROLS: The Project Manager/ Contractor Officer Representative works under direct supervision of the Deputy Chief and the Supervisory Lead Medical Staffing Service.
