Applications Accepted From: All Persons Interested Job Classification: Senior Human Resources Specialist (Classified Testing) Reporting Location: 611 Walker,5th floor Workdays & Hours: Monday–Friday, 8:00 a.m.–5:00 p.m.* *Subject to change DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONSGENERAL SUMMARY Under general supervision, is responsible for developing and administering examination projects used for Civil Service pre-employment and promotional examinations for City of Houston classified personnel. Assists with job analysis, examination writing, data collection and analysis, and quality control to ensure accuracy. Performs administrative tasks and related duties as required. RESPONSIBILITIES
- Conducts job analyses by investigating and observing activities performed on the job, identifying the knowledge, skills, and abilities required, and determining the requirements necessary for successfully completing those tasks.
- Exports, analyzes, reviews, and records data from various sources, including job analysis questionnaires, rating forms, and historical databases, to determine minimum eligibility requirements, core tasks, and knowledge areas for classified positions.
- Assists with meetings and/or focus groups with subject matter experts to collect qualitative and quantitative job analysis data for the purpose of identifying core tasks and knowledge areas.
- Writes, reviews, and modifies examination questions; reviews previous examination materials and item analyses; and prepares examination instructions.
- Conducts statistical analyses to determine the psychometric properties of examination items, including exam validity, reliability, item statistics, group mean differences, and adverse impact, to ensure quality control and examination fairness.
- Administers and/or proctors pre-employment and promotional examinations, conducts orientations for candidates, and trains temporary personnel in examination administration procedures.
- Responds in writing or appeals from examination candidates concerning examination items in accordance with Commission Rules, policies, procedures, and decisions.
- Works with specialized software, websites, and databases to ensure that data collected and disseminated by the Classified Testing Division is current, accurate, and compliant with local codes, contracts, and federal laws.
- Responds to inquiries from candidates regarding the City's examination policies, examinations administered, and examination scores.
- Writes technical reports, summaries of findings, and recommendations pertaining to examination development and validity.
WORKING CONDITIONSThere are no major sources of discomfort. The position is performed in an essentially normal office environment with acceptable lighting, temperature, and air conditions. EDUCATION REQUIREMENTS Requires a Bachelor's degree in Human Resources, Business Administration, Social Science, Liberal Arts, or a related field.
EXPERIENCE REQUIREMENTS Three years of related professional experience in human resources are required. Pertinent experience at the professional level may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS None Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
PREFERRED QUALIFICATIONS: Possession of a Master’s degree in Industrial/Organizational Psychology or a related field. PREFERRED EXPERIENCE: Two years of experience designing, developing, and administering assessment exams in a business, non-profit, or municipal organization. SELECTION / SKILLS TESTS REQUIRED Department may administer skills assessment test.
