Full job description

Summary As an Analyst in the Management and Technical Support Office of the NASA Engineering and Safety Center, you will work closely with multiple high-performing, fast-paced, technical teams executing high-visibility and often urgent tasks. You will secure and manage critical resources via varied procurement instruments by communicating requirements across NASA, industry, other government agencies, and academia to meet goals and objectives. Responsibilities Partner with technical leads in the planning, execution, and monitoring of major tasks that are broad in scope and mission. Perform analysis of and planning for long term resource requirements, budgeting and task allocations, as well as the day-to-day management of task resources during execution phase and closeout. Collect, analyze, and present complex task data, and performance metrics of individual tasks for status awareness and decision-making. Collaborate with technical lead in any necessary plan changes and execute all corresponding actions. Initiate and utilize various procurement instruments to obtain resources required to meet task objectives. Write statements of work, develop cost estimates, perform technical evaluations and sole source justifications, prepare and submit modifications and revisions as needed, and evaluate contractor performance. Establish and build relationships across all NASA centers, organizations, outside industry, other government agencies, and academia to secure critical skills and resources needed to execute tasks. Attend and support meetings with technical leads and teams, staff meetings, management reviews, and NASA Engineering and Safety Center Review Boards as required. Make improvements, solve problems, or take corrective actions as needed when problems arise. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for the GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Planning and executing complex technical tasks involving multiple organizations and/or agencies, including communicating task status, requirements, and issues to management or technical leads; Developing, implementing, and tracking varied procurement instruments and supporting documentation involving multiple organizations and/or agencies; Assessing and managing competing priorities to respond to multiple requests for data, information, or technical support.
