Summary Salary Ranges are the following unless statutory/regulatory rates prevail. For the Schriever AFB, CO Location: $91,870 to $142,022 (includes 20.15% locality) For the Redstone Arsenal, AL Location: $93,216 to $144,102 (includes 21.91% locality) Responsibilities This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Program Analyst at the NH-0343-3 broadband level, some of your typical work assignments may include: Conducts detailed analyses of Earned Value (EV) data, to include Estimates at Completion (EACs). Integrates EV data and analysis with Missile Defense Agency (MDA) budgets and programs' schedule information. Develops and/or briefs complex studies and analyses for projects assigned by MDA Senior Leadership, program managers, and business managers utilizing EVM software tools and methodology to assist them with the decisions they are required to make in support of acquiring products. Supports the planning, execution, and follow-up of Integrated Baseline Reviews (IBRs). Serves as advisor and source on EVM collaborative efforts with senior analysts, contractors, and Defense Contract Management Agency (DCMA). Provides on the spot analysis of alternatives and actions for a wide range of EVM-related activities including support of DCMA EVM System surveillance activities, EV/budget integration analysis and EV/schedule integration analysis. Provides assistance in implementing EVM policy within MDA organizations and across MDA. Assimilates data and coordinates reports provided to outside organizations such as OSD, GAO, and Congress. Provides management support, conducts analyses, and prepares recommendations to PM&A leadership and senior analysts in Acquisition, Program Management, Contracting, and Cost Estimating to identify, coordinate, monitor, and evaluate the support operations, including ensuring coordination and timeliness of actions for mission accomplishment. Reviews Requests for proposal and contract documentation to ensure thorough and correct EVM contractual requirements are implemented on programs. Provides input to the MDA EVM Health database in support of the MDA EVM gap analysis and best practices. Researches and provides input to policies and procedures to maintain full accountability for the Agency's business operations and EVM program. Performs other duties as assigned. Requirements Conditions of Employment Qualifications You may qualify at the NH 03 Broadband Level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified: Utilizing analytical and evaluative methods and techniques, to include qualitative and quantitative analysis, and knowledge of DoD Earned Value Management (EVM) policies, processes, products, terminologies, and guidance documents in order to conduct comprehensive studies and develop assessments, recommendations and position statements. Applying Integrated Baseline Review principles, requirements, and processes and application of budgetary policies, processes, procedures and regulations including funds execution and knowledge of DoD acquisition and life cycle management policies, procedures, and practices to conduct reviews. Experience with cost and economic analyses principles, techniques, and practices with ability to identify, plan, conduct research, summarize results, and make recommendations on complex, multifaceted problems and lead special study teams. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information Other Notes: ACQUISITION POSITION: This position requires Acquisition Workforce Level Practitioner Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position. DAWIA (Back to Basics) Certification: NON-CAP: Position requires DoD Acquisition Program Management, Practitioner certification. Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position. RE-EMPLOYED ANNUITANT: This position DOES NOT meet criteria for re-employed annuitant. All applicants must meet qualifications and eligibility criteria by the closing date of the announcement. Males born after 12-31-59 must be registered or exempt from Selective Service (see Who Needs to Register | Selective Service System : Selective Service System (sss.gov)) This is a Mission Essential Function position. This requires incumbent to report for, or remain at, work in emergency situations. In addition, dismissal or closure announcement do not apply unless supervisor instructs otherwise. Incumbent may be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position. This requires incumbent to be available by phone and physical recall within 2-hours during non-duty hours during assigned recall periods, when not in an approved leave status. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
